A Resolution of the Miami City Commission, authorizing the City Manager to execute a Lease
Agreement between Grovites United to Survive, Inc., a Florida not -for -profit corporation ("Lessor"),
and the City of Miami ("Lessee"), in substantially the attached form, for the lease of approximately
3,197 square feet of space located at 3686 Grand Avenue, Miami, Florida. The lease is for a term of
two (2) years that shall commence on the October 1, 2006. The lease term has an option to extend for
one (1) additional one-year term subject to mutual consent of the parties. Rent for the first year shall
be at a rate of $6.20 per square foot or $1,650.00 per month with rent for subsequent term year to be
adjusted based on increases in Consumer Price Index (CPI) but shall not exceed five percent (5%).
Lessor to provide Lessee with six (6) reserved parking spaces for Lessee, with other terms and
conditions as more particularly set forth in the lease agreement.

Subject: Lease Agreement with Grovites United to Survive
Background Information:
On October 9, 2002, the City Manager executed a lease between the City of Miami and Grovites
United to Survive, Inc. (G.U.T.S.), a not -for -profit corporation, to lease approximately 3,197 square
feet of space for a two-year term, with three I -year options to renew, to establish a recreational
facility for the Police Athletic League (PAL) boxing program of the City of Miami Police Department
at 3686 Grand Avenue, Miami, Florida in the Southwest Grove area. PAL has continued to occupy
the premises under the same terms and conditions while the parties negotiated a new agreement. The
last annual lease option expired on September 30, 2006. Rent during this period was paid at $4.88 per
square foot or $1,300.00 per month. The rent negotiated for the new lease is $6.20 per square foot or
$1,650.00 per month and was based on the amount of funding available from the Law Enforcement
Trust Fund. Administration has negotiated a new lease with G.U.T.S., to continue leasing 3,197
square feet of space for the PAL boxing program for youth. Comparable rental rates for the area
range from $27.00 to $35.00 per square foot. Rental rate for the subject space is $6.20 per square
foot.
