To authorize the City Manager to execute a second Interlocal Agreement (ILA) with Miami -Dade County to continue the distribution of the municipal portion of the Charter County Transit System Surtax Proceeds levied by Miami -Dade County. The second ILA addresses certain issues and concerns that have surfaced from both the County and other municipalities since the inception of the People's Transportation Plan (PTP) and the Surtax. The ILA revisions requested by the County through the Citizens' Indepependent Transportation Trust include the addition of a five year term for the ILA, a deadline for quarterly reports from the City, and a change for the deadline to receive documents from June 1 to November 1, among other administrative changes. Background Information: This second ILA replaces the first ILA that was executed pursuant to Resolution No, 03-651, adopted June 12, 2003, to allow the City of Miami to receive its portion of municipal share funds from the Surtax to supplement, not replace, the City's General Fund support for Transportation and Transit projects. The ILA also notes that the City must apply twenty percent of surtax proceeds received to transit projects. The ILA revisions apply to all municipalities receiving their municipal share of the Surtax. Many of the revisions requested by the County have already been complied with by the City. The resolution attached identifies the sections of the ILA that contain the revisions along with their description, justification and City compliance.
