BUSH AND THE MEMBERS OF THE UNITED STATES CONGRESS TO RESCIND THE DISCRIMINATORY IMMIGRATION POLICIES AGAINST HAITIAN IMMIGRANTS; CALLING FOR THE EQUAL TREATMENT OF ALL IMMIGRANTS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, the United States has a long history of welcoming with open arms individuals who have fled their homeland because of political and economic instability; and WHEREAS, Haiti is a country that has been plagued by political and economic instability over several decades; and WHEREAS, over the years many Haitian migrants have fled their homeland in search of a politically safe haven and a better life in the United States; and WHEREAS, the immigration policy of the United States provides for the immediate detention and deportation of Haitians who arrive to the United States by boat; and WHEREAS, certain nationals are granted credible fear interviews and often paroled into the community once they touch dry land, while Haitian migrants are incarcerated indefinitely and denied due process; and WHEREAS, the City of Miami ("City") is a home to a vibrant and involved immigrant community; and WHEREAS, numerous local civic, religious and political organizations have expressed moral outrage against the disparate treatment that Haitians have received under the immigration laws of this country; and WHEREAS, the Miami City Commission wish to support the application of the "wet-foot/dry-foot" immigration policy to Haitian migrants; NOW, THEREFORE, BE IT RESOLVED, BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. The Miami City Commission expresses its support of the Haitian immigrants, based on the "wet-foot/dry-foot" policy and urges President George W. Bush and the members of the United States Congress to rescind the discriminatory immigration policies against Haitian immigrants and urges the equal treatment of all immigrants. Section 3. The City Clerk is directed to transmit a copy of this Resolution to the President, the Senate Majority Leader, the Speaker of the House of Representatives and all the members of the United States Congress. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS: JO9GE L. FERNANDEZ CITY ATTORNEY Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
