Commercial Facade Treatment Program
Dollar Amount:
The dollar limitation will be $10,000. Projects receiving awards in excess of $2,000 will be
subject to Davis Bacon Act wage rate requirements.
Proiect Types:
These types of projects mentioned above will continue to include: pressure cleaning/painting,
awnings, doors, store showcase windows, signs, shutters, fences, parking lot resurfacing.
Matching Funds for Individual Businesses:
Participating Businesses will be required to provide matching funds according to the following
chart:

Requirements for Facade Projects:
The Community Based Organization (CBO) will provide assistance under the Commercial
Facade Treatment Program to eligible For Profit businesses located in the district from which
the Community Based Organization (CBO) is funded.
To be eligible, the entity must be an operating for -profit business having an occupational
license for that location and a certificate of use for that type of business. The facade program
is per business address and license; not solely by the number of licenses.
The business must have access to the exterior of the building. To participate, any of the
following must be met:
a commercial establishment / business / storefront that is located on the first floor
with street access, on a commercial corridor or commercial pedestrian walkway:
If the building has mixed use (commercial and/or housing), no part of the Commercial
Facade Treatment can be used for the housing portion of the building.
Office Buildings will be allowed to participate in the Commercial Facade
Program only if they arc located within a strip project.
Businesses located in census tract areas with 51% or more of low/moderate income persons,
will be eligible to participate in the Commercial Facade Program, If the Agency intends to
use "the service area" because the business location did not meet the 51% low/mod income
area, then the Community Based Organization assigned to that district, must submit written
documentation (area map) supporting the service boundaries and provide documentation
describing how the nature and the location of the facility or service, establishes that it is used
predominantly by low and moderate income persons.
Community Based Organization (CBO) will not submit a project for approval in which the
Letter of Interest is dated more than six (6) months prior to the date unless the following is
met:
➢ Extensions of the expiring Letters of Interest will be considered if requested in
writing from the Director of Community Development. A Letter of Interest
dated more than six (6) months prior to September 30 must be updated.
The City will compensate the Community Based Organization (CBO) for their
implementation of a project after the work is completed. If there are several treatments for
one project, the compensation of the project management fee to the agency will be deferred
until the last treatment is completed. Only the cost of the contractor will be paid upon
acceptance of the package.
The City will compensate the Community Based Organization (CBO) on a performance
basin in an amount not to exceed the maximum rate of 20 % of the total project cost.
Any type of work that may alter the original structure, in any way, (new roofing,
changing windows and/or doors) will require a Building permit, Any repairs
and/or replacements will be required to obtain a Planning and Zoning permit. The
reason for this type of permit is because the colors of the awnings have to be
approved before installation and also the canvas has to meet and pass fire
resistance inspection. All work to be performed, except for paint, requires a
permit.
The work performed under the Commercial Facade Program shall be subject to site
inspection.
The Community Based Organization (CBO) agrees to comply with the City of Miami
Commercial Facade Treatment Program Policies and Procedures Manual, attached to the
contract as Appendix A. The Policies and Procedures Manual may be amended by the City in
its sole discretion from time to time, by Program Directives.
