Background Information: Pursuant to Resolution 04-0756, adopted on November 18, 2004, accepting a grant from the United States Department of Housing and Urban Development in the amount of $3,000,000, for the Miami Unleaded Program for fiscal year 2004-2005, to provide a comprehensive approach to lead hazard control in the City of Miami. The Miami Unleaded Program ("Program") has had difficulty in attracting sufficient numbers of qualified residents to satisfy US HUD grant conditions. Many interested, qualified residents were unwilling or unable to accept interest-free second mortgages up to $15,000 to abate Lead hazards in their homes. The Program has not been able to attract sufficient numbers of qualified multi -unit residential building owners to participate in the program. The Program will issue grants, to a maximum of $15,000 per qualified homeowner, for the purpose of lead hazard abatement, retroactively applicable to the current Program participants. The administration recommends extending the Miami Unleaded Program's geographical boundaries to encompass Miami Dade County. Is this item related to revenue? Is this item an expenditure?
