HomeMy WebLinkAboutSubmittal Resolution presented by Ivan Rodriguez4:2 RESOLUTION NO. 0 17+ l RESOLUTION EXPRESSING CONCERN THAT PROPOSED 300 GROVE BAY RESIDENCE PROJECT IS OUT OF SCALE WITH AND WOULD ADVERSELY IMPACT VIZCAYA MUSEUM AND GARDENS, AND AUTHORIZING AND REQUESTING COMMUNICATION OF THESE CONCERNS TO THE BOARD OF COUNTY COMMISSIONERS AND OTHERS WHEREAS, the Vizcaya Museum and Gardens is a National Historic Landmark owned by Miami -Dade County and located within the boundaries of the City of Miami that serves as an important and vital part of the cultural community of Miami -Dade. County and the State of Florida; and WHEREAS, on the tracts of land to the southwest of Vizcaya Museum and Gardens, a development is being considered by the City of Miami Commission which is named "300 Grove Bay Residences" and which will have three residential towers, of up to four hundred and ten feet; and WHEREAS, Vizcaya Museum and Gardens will be negatively impacted by a development of such size and scale; and WHEREAS, City of Miami staff has determined recently, among other things, that the proposed project is "out of scale with the area, and the rezoning of the property should be consistent with the adjacent neighborhood, which is R-3 zoning". W f = coC Op ct Q Z CI w CD U 4 CO 133 sil • WHEREAS, it has been confirmed through expert reports and otherwise that the residential towers will be visible above the sight line of Vizcaya's historic gardens and that the early twentieth-century presentation of the gardens would be compromised if such imposing, out -of -scale structures were to be built at the heights currently proposed or any heights higher than a line of sight above the currently visible Mercy Hospital buildings; and WHEREAS, the Miami -Dade Department of Planning & Zoning has investigated the impact of the proposed project on Vizcaya and determined that, among other things, (i) it would impact one of the most prominent attributes of Vizcaya, the view to the south from the house and gardens, and (ii) such compromised view to the south from the house and gardens could diminish the historic integrity of Vizcaya. NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI-DADE STORIC PRESERVATION BOARD, 1.that this Board incorporates herein the impact analysis conducted by the Miami -Dade Department of Planning & Zoning; 2.that this Board endorses the determination of the City of Miami staff that the proposed project is "out of scale with the area, and the rezoning of the property should be consistent with the adjacent neighborhood, which is R-3 zoning"; 3. that this Board finds that the height and scale of the 300 Grove Bay Residences project, as proposed, (i) is out of scale with the area surrounding Vizcaya Museum and Gardens; (ii) would, if approved, have a significant adverse impact on Vizcaya Museum and Gardens as an historic property which is, in part, historically significant for its landscape architecture, aesthetic heritage, and scenic vistas and is so designated as such by the City of Miami and the U.S. Department of Interior, National Park Service; (iii) should be modified and reduced to a height no higher than a line of sight above the currently visible Mercy Hospital buildings. 4. that the Director of the Office of Historic Preservation is authorized and requested to advise the Board of County Commissioners and other governmental entities of the findings and position of this Board with respect to the proposed project and its impact on Vizcaya Museum and Gardens. The foregoing resolution was offered by Board Member Ruth Campbell, who moved its adoption.
