Iler Planning Group Overview
ILER PLANNING GROUP (IPG) is a consulting company that specializes in
the provision of redevelopment planning services such as, commercial rede-
velopment planning, impact analysis, facilitating and conducting visioning and
design charrettes, comprehensive plans, land development codes, economic
redevelopment, and development of architectural design standards. The main
office is located in Palm Beach Gardens, Florida.
Working with an extensive network of prominent associates, the firnn has of-
fered redevelopment planning services specifically tailored to the needs of
various municipalities for over twelve (12) years. IPG is headed by Henry B.
Iler, AICP, a nationally recognized professional with 30 years of governmental
and consulting planning experience.

HENRY B. ILER
President - Project Manager
Mr. Iler is a highly -regarded professional urban planner with 30 years of ex-
perience serving the master planning, community visioning, community re-
development, comprehensive planning. economic development, transportation
planning, coastal management, community redevelopment and growth man-
agement needs of rapidly -growing cities and counties in southeast Florida.
Prior to forming Iler Planning Group (IPG), Mr. Iler was Planning Services
Director with Duncan Associates for five (5) years.
From 1988-91, he served as Director of Growth Management for Martin Coun-
ty, one of Florida's fastest growing and most environmentally sensitive coastal
counties. While with Martin County, he supervised a member professional
staff charged with comprehensive planning, development review, conserva-
tion and coastal zone management, and transportation planning. Mr. Iler also
directed the development and implementation of the award -winning Martin
County Comprehensive Growth Management Plan.
Prior to assuming the Martin County post, Mr. [ler was a large-scale develop-
ment review coordinator and principal planner with Miami -Dade County for
over 10 years. During that time, he served as coordinator of the County's
Development Impact Committee where he supervised the preparation of large-
scale development project impact reports addressing roads, transit and other
public facilities, and was principal County mediator on many proposed large
development projects including the Dolphin Stadium DRI. As a principal
transportation planner with the Metro -Dade County Transportation Adminis-
tration, he played a primary role in the update of the MPO's 20-Year Transpor-
tation Plan. From 1977-79, Mr. Iler was a regional planner with the Southwest
Florida Regional Planning Council.
Mr. Iler has successfully managed many large-scale project assignments, in-
cluding the Palm Beach County Economic Development Policy Plan, Lake
Worth Strategic Master Plan, Boynton Beach 20/20 Downtown Plan, Palm
Beach County Tri-City State Road 7 Corridor Plan. and Deerfield Beach Com-
munity Redevelopment Plan. He has also provided development review and
comprehensive planning services for Palm Beach Gardens, Palm Springs, and
Royal Palm Beach. He has been published in Florida Planning Magazine and
has made several presentations at APA Chapter conferences. Mr. Iler holds a
Masters degree in City Planning from Florida State University, and a Bach-
elors degree in Business Administration (with honors) from the University of
Florida.

Community Involvement and Charrettes
,., IPG had community participation or charrettes in the past four years in the fol-

(variances, special exceptions, site plan review application).
Evaluation and Appraisal Reports
IPG completed four EAR's in the past four years and currently have one in
progress (City of North Miami, Town of Medley, City of Florida City, City
of Homestead, and City of Lake Worth). All projects were completed by pro-
posed project team from the Palm Beach Gardens office.
EAR -based Comprehensive Plan Amendments
IPG completed four Comprehensive Plan Amendments pursuant to the EAR
process in the past two years and have one in progress (Town of Medley, City

Zoning Studies
IPG studied a variety of zoning issues for several local governments in the past
two years with several successful adoptions (City of Homestead: Three new
mixed zoning districts — one resulted in zoning ordinances, 2 are in progress;
City of Doral: New zoning code (draft stage); Lake Worth: New consolidated
Land Development Code (draft stage); City of North Bay Village: Urban de-
sign guidelines adopted).
Land Development Regulations
ro"IPG prepared six Land Development Regulations for the following local gov-
ernments: City of Homestead, City of Doral, City of Oakland Park, City of
Dania Beach, City of North Bay Village, and City of Florida City.
Code Involvement
IPG has, in the past two years, been involved in Land Development Code
(Mixed Use District for City of Homestead, New Code for City of Doral);
Downtown TOD and Urban Design code (Dania Beach), Downtown Mixed
Use District (City of Oakland Park), Urban Design Standards/Form Based Code
(City of North Bay Village), and Form based Code (City of Lake Worth).
Mixed Land Use Studies
IPG completed studies for City of Homestead (four studies for mixed use cat-

SOUTH MIAMI, FLORIDA
IPG's charge was to evaluate the effectiveness of the Agency, revise the exist-
ing programs, plans and strategies, and develop finance and budget projec-
tions based upon an extension of the CRA through the year 2020.
Drawing from the existing SMCRA Plan, existing CRA conditions, and public
workshop visioning input., IPG developed a Recommended Action Plan that
for the first time prioritized the Agency's Goals and assigned project and pro-
gram time frames.

Oakland Park wished to recreate a Downtown along the FEC corridor north of Oak-
land Park Boulevard. Using community workshops and urban design techniques, IPG
created a Downtown Master Plan that will allow the City of Oakland Park to create a
local destination with a mix of uses, more park and open space and greater pedestrian
accessibility.

Visioning Process
• First Comprehensive Plan for 23,000 residential community in north Miami -
Dade County.
• 2 workshops with community residents focusing on future land use, growth,
traffic, recreation & open space, and community design.

morning to help ensure maximum participation.
• Residents provided feedback regarding each issue.

REDEVELOPMENT PLAN
DEERFIELD BEACH, FLORIDA
The community wanted redevelopment but the "Old Florida" feel of the water-
side commercial and neighborhood areas must be preserved. Combined with
socio-economic data and analysis, the Master Plan achieved the community
goal by proposing a low -scale, mixed use redevelopment pattern with better
interconnections between areas through a new transportation "greenway spine"
and better transit, bicycle and pedestrian facilities.
