(1) WHY GROVE BAY IS A WIN / WIN / WIN Unique Design & Public Bay Walk: Grove Bay is a luxury residential community limited to 300 units within three elegant glass structures. This exclusive community includes a pool side cafe, gardens, beach club, plus a spectacular 1,000 foot public bay walk, designed by Arquitectonica and the world famous landscaping design firm of Enea. The Bay Walk includes art works, shade trees, fountains, benches, and several small parks. This Bay Walk will allow all Coconut Grove residents to walk, or bike from South Bayshore Drive, down Halissee and around the bay side of the site. The interiors will be created by Gabellini, a high -end intemational design firm. (2) Mercy's Revitalization Plan: The proceeds from this land sale are an integral part of Mercy's fund raising and revitalization program. The land sale for this project is the catalyst to Mercy becoming a world -class community hospital. To that end, Mercy Hospital has committed 100% of the monies for this land sale to fund necessary infrastructure improvements. If the proceeds from this sale are not realized then Mercy must seek medical alternatives for this site, which, ultimately will generate significantly more traffic and less attractive architecture while also raising the possibility of eliminating the public bay walk being proposed. (3) Excellent Alternative to G/I Use: Grove Bay is an excellent alternative to G/I uses such as medical office, accessory medical, affordable living facilities, clinics, etc. that generate significantly greater traffic impacts. THE PROPOSED PROJECT GENERATES LESS TRAFFIC (4) Less Density than R-3 Zoning, Less Height than G/I Allows and the Same FAR as G/I: As designed, the Grove Bay project represents less density than the number of units allowed per R-3 zoning. R-3 allows 425 units while Grove Bay is only 300 units (125 units less than allowable). G/I has no height limitation. Grove Bay's tallest building is 37 stories and 120 units. The middle tower is 27 stories and 100 units. The shortest building is 27 stories and 80 units. (5) This is Not a Violation of the G/I Ordinance: The G/I ordinance was passed to allow a G/I zoned property to convert "As of Right" to a residential zoning equal to the abutting residential neighborhood. The Grove Bay property abuts R-3 property. Grove Bay, although complying with R-3 density, needs R-4 zoning to comply with the project's height and FAR. Note that this ordinance does not prohibit a zoning change, unless the proposed zoning is different than the abating zoning. Also, the Developer is considering converting the project back to G/I after the final Certificate of Occupancy to mitigate the concern of any future and automatic conversions from G/I to R-4. (6) Traffic on South Bayshore Drive: Numerous surrounding neighborhoods have singled out traffic as their number one concern. Grove Bay's 300 units is less traffic than the 425 units allowed by R-3 zoning and significantly less traffic than any G/I use would produce and thus, this project would be the best alternative with the lowest traffic impact on the neighborhood. Also, the 300 units in Grove Bay will cater and appeal to extremely high net worth individuals including many people who will use Grove Bay as a second home. These high net worth individuals typically do not drive during peak traffic periods, thereby further reducing traffic. In addition, South Bayshore Drive is a historical road and cannot be widened. However, the county has allocated $15MM ($6.5MM that is funded by impact fees from this project) to correct the drainage problem, repair the bicycle path and realign the turning lane at South Bayshore Drive and SW 17° Avenue. (7) 8; (9) Restricting / Controlling Mercy Hospital's Expansion: Mercy, in conjunction with the approval of the proposed project, is willing to restrict expansion of its campus to 65,000 s.f. of medical office or administrative space over the next 10 years; thereby eliminating the threat of additional G/I conversions to R-4 or R-3 on the campus over the next 10 years Neighborhood Support:. Grove Bay has the support of many Grove residents and organizations. For example: The Coconut Grove Chamber of Commerce and the Cocoanut Grove Village Council have drafted resolutions in favor of the project. Impact Fees generated by the Proiect: The impact fees from this project include the following: $3 million that goes toward the City Park's fund, $2 million for Affordable Housing and $6 million for infrastructure improvements along South Bayshore Drive that benefit the Coconut Grove, Mercy Hospital, and the City at large. WHEREAS: It was learned that a residential plan has the least impact upon the area, including traffic and site development, versus a commercial plan for hospital facilities. WHEREAS: The Related Group advised the three towers demonstrated in the plans viewed will be the only three towers built, upon the purchase of the land from Mercy Hospital. WHEREAS: Mercy Hospital has agreed it will not expand its bed size or create any further commercial activity other than that already in the plans, for the next ten .years. WHEREAS: The Related Group has agreed to set aside a public baywalk along the waterfront for the general population to enjoy unrestricted access. WHEREAS: The Village Council did not consider and cautioned the Grove residents against the practice of community based organizations soliciting or taking monetary consideration from developers in exchange for their support for zoning variances, and in its consideration of the Related Group's project remuneration to Natoma Manors and Bay Heights played no role whatsoever in the Village Council's detennination.
