Re: Mercy Hospital Out -Parcel Development Trip Generation, Miami, Florida By request of Tucker Gibbs, Esq. for the parties to the settlement agreement regarding the Mercy Hospital out -parcel development in Coconut Grove, I have calculated and compared the trip generation rates for the existing plus approved development with that for the existing plus proposed development. I am a planner with seventeen years of professional experience, a master's degree in city planning, and a master's degree in civil engineering. My resume is attached at the end of this report. This report consists of the following: 1. Trip generation and driveway (across from Alatka Street) volume calculations for existing development plus approved development under the 1993 development of regional impact (DRI) at the Mercy Hospital site. Development data is based on the Final Order letter dated July 12, 1993 from the Florida Department of Community Affairs (DCA) to the developer regarding the Binding Letter of Vested Rights status (BLIVR) and the Binding Letter of Development of Regional Impact (BLID) status. 2. Trip generation and driveway volume calculations for existing development at the Mercy Hospital site plus proposed development as defined in the Settlement Agreement, dated March 29, 2006, and between the Related Group of Florida, Mercy Hospital, and the Bay Heights Homeowners Association, Bay Heights Home Improvement Association, Mr. Murray Marcus, and Natoma Manors. 3. Traffic assignment estimates for the immediate vicinity to identify potential neighborhood cut through traffic impacts to the Bay Heights and Natoma Manors neighborhoods in Coconut Grove, Florida. New data collection is not included in this review. All trip generation rates and driveway volumes are based on standard accepted methodologies using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 7th Edition. Impacts to the neighborhood are based on trip generation rates, driveway volumes, and traffic distribution based on the Miami Urbanized Area Transportation Study (MOATS) transportation model for Transportation Analysis Zone (TAZ) 1052. The MUATS model is maintained by the Miami -Dade Metropolitan Planning Organization (MPO), and the use of its zonal trip distributions for traffic assignment to adjacent streets is the standard and accepted methodology. Still, the neighborhood impacts are preliminary estimates only, and should be verified by an appropriate traffic study. A description of the development and summary of the findings from this review follow. Thompson Clerk Mercy Hospital is located on 40.74 acres in Coconut Grove (Miami), Florida along the southeast side of South Bayshore Drive and South Miami Avenue. To the southeast side of the hospital site is Biscayne Bay. To its northeast is LaSalle Academy (high school), and to its south are the single and multi -family residences of the Fairhaven Neighborhood. Across South Bayshore Drive to its northwest, are the single-family residential neighborhoods of Bay Heights and Natoma Manors. The aerial view below shows the Mercy Hospital property outlined in red, with the redevelopment out -parcel outlined by a yellow dashed line. The existing hospital is a multi -use development that is licensed for 512 beds, and includes 102,339 gsf of medical office and administrative space, as well as 925 gsf of public pharmacy retail, and 2,300 parking spaces on -site. Thompson City Clerk All access to the Mercy Hospital site is through one driveway that intersects South Bayshore Drive directly across from Alatka Street, The intersection is signalized, with a protected left turn phase for entering the hospital from southwest -bound Bayshore Drive. 2. DRI Development Rights Trip Generation In 1993 under its DRI, the Hospital proposed to add 120 nursing home beds, and 1 15,000 gsf of medical office space to the existing Hospital facilities. This, along with any additional as -of - right development potentials constitute the existing build -out potential for the Hospital and the baseline development for this comparison. In addition to the DRI, under which the hospital is licensed for 512 beds that includes 483 licensed to the hospital and 29 licensed to Sister Emmanuel Hospital for Continuing Care for the Long Term Acute Care units, current government requirements allow for an additional "as -of -right" 10% increase as to the number of Mercy Hospital's beds) The 48 as -of -right beds are added to the baseline development since this completes the full intensity of use allowed under the DRI. The breakout of added beds and space is summarized below. Incremental Trio Generation Impacts When comparing the trip generation rates for the 1993 DRI-based development to the currently proposed multi -use development, weekday trips, both overall and in both peaks are reduced. Saturday and Sunday trips increase, due generally to the replacement of office use intensity that generates few trips on the weekends, with residential development. The table below summarizes the results for each time period. Thompson City Clerk As part of this analysis, tuming movements at the intersection of the Mercy Hospital driveway with South Bayshore Drive were calculated to determine the impact of the change in development program on potential cut -through traffic into the Natoma Manors and Bay View neighborhoods. All access to the Mercy Hospital site is through one driveway that intersects South Bayshore Drive directly across from Alatka Street. The intersection is signalized, with a protected left turn phase for entering the hospital. In response to prior neighborhood traffic intrusion problems, the entrances from South Bayshore Drive to the Natoma Manors Neighborhood at Alatka Street and Halissee Street were closed using Yz-right-of-way traffic diverters. The streets still function to allow southbound traffic from Alatka and Halissee out of the neighborhood onto South Bayshore Drive; however traffic is restricted to right turns only on Halissee, and on Alatka, left tums are restricted from 7:00 a.m. to 9:30 a.m. Given these conditions, all traffic exiting the Mercy Hospital driveway must either turn right or left onto South Bayshore Drive, and there is no significant possibility of this development's exiting traffic to cut through the neighborhood. Traffic entering the Mercy Hospital driveway may approach from three (3) directions: either turn right or left from South Bayshore Drive, or straight from southbound Alatka Street which does motivate cut -through traffic impacts to the neighborhood. The approaches and exits to the Mercy Hospital driveway are illustrated in the Iwo exhibits below. The first shows paths for inbound trips, and the second shows the paths for outbound trips. Thompson - City Clerk • i. r Jet: :t' The southbound Alatka Street approach is the direction that causes cut -through traffic impacts to Natoma Manors. To evaluate the impact of the developments on traffic volumes for this approach, a preliminary trip distribution and assignment analysis was performed. Impacts to the neighborhood are based on trip generation rates, driveway volumes, and trip distribution based on the Miami Urbanized Area Transportation Study (MUATS) transportation model for Transportation Analysis Zone (TAZ) 1052. The data in the tables on the following page show the distribution of tuming movements at the intersection of the Mercy Hospital Driveway with South Bayshore Drive. These tuming volumes are calculated for the weekday AM and PM peak periods only, which coincide with the times when cut -through traffic is most prevalent due to congestion at the intersection of SW 17m Avenue and South Bayshore Drive. The volumes estimated for southbound traffic into the hospital site along Alatka Street are pertinent to estimating the cut -through traffic impacts. These volumes split traffic assignment from the north and northwest directions based on travel time and delay estimates along two alternate paths: The Primary Path - 17m Avenue south to Bayshore Drive northeast to the Mercy Hospital Driveway; and The Cut -Through Path - Halissee to Alatka via Tigertail across Bayshore Drive and into the Hospital Driveway. The estimated traffic split for these two paths is based on distance, speed, signal delay, and posted stop delays. The analysis should be reconsidered by an appropriate traffic study using surveyed data. The net impact of the change from the DRI development program to the 2006 multi -use development program would be to lower the potential for cut -through traffic in the neighborhood in both the AM Peak and PM Peak by 9% and 36% respectively. The current development program should be expected to have a favorable impact on cut -trough traffic in Natoma Manors and Bay Heights when compared to the DRI development program.
