A RESOLUTION ADOPTING THE FOLLOWING STANDARDS AND
GUIDELINES TO SUPPLEMENT THE SECRETARY OF THE
INTERIOR'S "STANDARD FOR REHABILITATION" FOR THE
CONSTRUCTION OF FENCES WITHIN THE MORNINGSIDE
HISTORIC DISTRICT; AND AUTHORIZING THE
PRESERVATION OFFICER TO ISSUE A, STANDARD
CERTIFICATE OF APPROPRIATENESS FOR APPLICATIONS
THAT COMPLY WITH SAID STANDARDS:
1. FENCES AND WALLS PARALLEL TO THE STREET
FRONTAGE AND SET BACK EQUAL TO OR GREATER
THAN THE FRONT SETBACK OF THE HOUSE SHALL BE
DESIGNED AS FOLLOWS:
A. MATERIALS - MATERIALS SHALL BE EITHER
MASONRY OR WROUGHT IRON, AND SHALL BE
COMPATIBLE WITH THE ARCHITECTURAL
CHARACTER OF THE HOUSE.
B. HEIGHT - HEIGHT SHALL BE NO GREATER THAN
FOUR FEET IF THE FENCE OR WALL IS SET
BACK AT LEAST ONE FOOT BEHIND THE FRONT
FACADE OF THE HOUSE. HEIGHT SHALL BE NO
GREATER THAN SIX FEET IF THE FENCE OR
WALL IS SET BACK APPROXIMATELY TEN FEET
BEHIND THE FRONT FACADE OF THE HOUSE.
2. FENCES OR WALLS SET BACK BEHIND THE FRONT
FACADE OF THE HOUSE AND LOCATED EITHER ON OR
PARALLEL TO SIDE AND REAR LOT LINES SHALL BE
OF ANY MATERIAL AND SHALL BE A) TERRACED TO
MATCH THE CONDITION IN 1B (ABOVE), OR B) NO
GREATER THAN EIGHT FEET IN HEIGHT, DEPENDING
ON THE CIRCUMSTANCES.
3. NO FENCES OR WALLS SHALL BE CONSTRUCTED
EITHER ALONG THE FRONT PROPERTY LINES OR
BETWEEN THE SIDEWALK AND THE FRONT FACADE OF
THE HOUSE.
4. FENCES OR WALLS PROPOSED FOR CORNER LOTS TO
ENCLOSE THE REAR YARD SHALL BE SUBJECT TO
APPROVAL BY THE BOARD.
5. EXCEPTIONS TO THESE STANDARDS AND GUIDELINES
MAY BE AUTHORIZED BY THE BOARD IF SAID
EXCEPTION IS HISTORICALLY APPROPRIATE TO A
PARTICULAR HOUSE OR IF UNIQUE CIRCUMSTANCES
CAN BE DEMONSTRATED.
