O. # 159 Dear Ms. Medina: RECEIVED PLANNING DEPARTMENT` ZOOS JUN -9Via 'M Fax 5 I and US Mail Subsequent to our review comments from May 8, 2006 for the 300 Grove Bay Major Use Special Permit (MUSP), we have received a formal response from David Plummer and Associates Inc. (DPA) dated June 1, 2006. We have also received a revised site plan, showing the turning radius of the delivery trucks. A photocopy of DPA's response letter and the revised site plan are attached herewith. The applicant has proposed to implement several modifications and improvements to the lane geometry, traffic signal system and roadways within the study area as noted in Appendix F of DPA's Traffic Impact Study, April 6, 2006. The applicant needs to coordinate with the appropriate local agencies to secure approval for all the proposed modifications and improvements which include the following: • Install a new traffic signal at the intersection of Halissee Street (Mercy Hospital emergency access road) and South Miami Avenue (South Bayshore Drive). The applicant will need to coordinate with the Miami -Dade County Public Works Department on the traffic signal. Add a southwest bound left turn lane on South Miami Avenue. Re- align northeast bound through lane. The applicant also needs to coordinate with the County and the City on the future project for the reconstruction of South Bayshore Drive, the segment from Darwin Street to Mercy Way. • SW 17th Avenue —Add a right turn arrow to the existing traffic signal and modify signal timing. • East Fairview —Add existing traffic signal to coordinated signal system. • Mercy Way —Re -stripe existing northbound right turn lane for left and right turns. • Additionally, the Class II permit for the proposed Mercy Hospital parking garage, the structure to replace the surface parking lot at the Grove Bay site, will need to be approved before this project's Development Order is finalized. At this time, we conclude that the revised traffic report along with the subsequent submittal meets all the traffic requirements and the report is found to be sufficient.
