DU DATE April 28, 2006 1)/- ANN,,-; LR' T tlEN I 06 10 FILE SUBJI: ET ,arge Scale Development Review- 300 GROVE BAY RESIDENCES REFERENCES EINCLC)SURES: The Public Works Department has reviewed the Large Scale Development plans l'or the residential project entitled 300 GROVE BAY RESIDENCES located in the Mercy Hospital complex and has the following comments. 1. Platting is required to create new divisions of Tracts "A" and "C" of the Mercy 'Hospital subdivision. The proposed new tract shall have access to and frontage on the private road. Platting is a long lead time procedure and the Public Works Department recommends an early investigation into this process. 2. Extensive upgrades to the sanitary SCWer serving the Mercy tiospital complex may be required .to accommodate the proposed development. Again, this is a long lead time item and the 'Public Works Department recommends that you immediately contact the Miami Dade Water and Sewer Department for their comments and requirements. 3.'1"le narrow private road on the southerly side of the Mercy Flospital complex serves as both a MDTA bus route and an emergency hospital entrance. '17 he traffic circulation plan for this development must consider the limited access to the proposed development site and the ungainly intersection of the private road at South Bayshore Drive/South Miami Avenue. 4. Several "parks" and other public amenities are shown on the ground level landscaping plan. There is no public right of way or other public property within the Mercy Hospital complex. Coordinate any intended public access With the City's Planning Department. 5. All easements in conflict with the proposed development must be released by the respective grantee. Coordinate the relocation of any utilities located in the easements with the grantee. 6. The "lobby plan" sheet shows a "helipad". The hospital currently has an authorized landing site. Coordinate new or relocated aircraft landing sites with the Federal Aviation Administration. 7. All stormwater must be retained on site. If deep drainage wells are selected for stormwater disposal, they must be located on -site in an open area to accommodate future maintenance access. An agreement between the City of Miami and the property owner is required for any landscaping and decorative sidewalk treatment located in the public right of way. Public Works approval and permit is required for any landscaping improvements in the right of way 9. Standard parking spaces are 8.5 feet wide and 18 feet long and require a 23 foot back-up distance. A Special Class 11 permit is required to reduce the back-up distance. 10. Public Works policy requires that no closures of vehicular travel lanes will be permitted during the course of construction unless a temporary replacement lane, approved by the Public Works Department, is constructed and maintained by the Contractor throughout the duration of the lane closure. A maintenance of traffic plan is required for any temporary right of way closure request. 11.In order to mitigate traffic congestion and problems associated with unregulated parking throughout the neighborhood, the Contractor/Developer shall be required to provide approved, designated off -site parking for workers and a shuttle service to the work site. The parking/shuttle plan shall be coordinated with the local City of Miami NET Service Center. 12. Since this project is more than one acre in total construction area, the methods of construction must comply with the City of Miami Municipal Separate Storm Sewer Permit (MS4). This project will require a Florida Department of Environmental Protection (DEP) Stormwater, Erosion and Sediment permit. For information on a DEP permit application, please contact the Public Works Department at (305) 416-1200 or www.dep.stateRus/water/stormwater/npdes. In addition to these comments, the Public Works Department will require the following street improvements. South Bayshore Drive/South Miami Avenue is a scenic transportation corridor and is a Miami -Dade County maintained roadway. Although expansion and redevelopment of this corridor is strictly regulated by the Florida Statutes, the Miami -Dade County Public Works .Department may require traffic signals and other traffic safety improvements along this corridor. In addition, an extensive vehicular traffic control plan, including "half street" closures, "one-way" streets, "four-way" stop signs and a traffic signal, has been implemented for the Natoma Manor/Bay Heights neighborhoods. This plan was adopted in response to excessive peak hour traffic volumes on South Bayshore Drive/South Miami Avenue and to "cut through" traffic utilizing local neighborhood streets to gain access to the Mercy Hospital complex. The Public Works Department strongly recommends that the traffic engineer consults with the City's Capital Improvement/Transportation Office, Miami -Dade County Public Works Department and the Natoma Manor/Bay Heights Homeowner's Associations concerning traffic impacts caused by the proposed project and the relocated Mercy Hospital traffic on the local neighborhood streets.
