Re: Letter of Intent for 300 Grove Bay Residences MUSP
Dear Ms. Fernandez:
On behalf of TRG MH Venture, Ltd., contract purchaser and Mercy Hospital, Inc. owner
of the subject property, we are submitting a Major Use Special Permit ("MUSP") application for
approval of three residential towers consisting of 300 residential units and 642 parking spaces
pursuant to Articles 5, 17 and 914 of the Zoning Ordinance. The 300 unit development is less
intense than the current zoning permits, therefore we have support from Bay Heights
Neighborhood Association and Natoma Manors Homeowners Association. See attached support
letters.

lot site on the SE corner of the existing Mercy Hospital Site (the "Project"); and
WHEREAS, the Association has reviewed the proposed Site Plan for the Project
together with all supporting documentRtion related thereto; and
WHEREAS, the development of the Project by IItG-MH Venture, Ltd. (the
"Developer") will create minimal traffic implications and is the best use of the land upon which
the Project will be located; and
WHEREAS, the Developer has worked in good faith with the Association in addressing
various concerns addressed by the Association; and
WHEREAS, the board of directors of the Association has voted in accordance with the
terms of its governing documents to recommend to the City Commission to approve the Major
Use Special Permit for the Project and the re -zoning of the land upon which the Project will be
located.
NOW THEREFORE, be it resolved by the Association that it recommends to the City
Commksion the approval of the Major Use Special Permit for the Project and the change of the
zoning designation for the property upon which the Project will he loaded from G4 to R-4
Residential.

shall not construct or refurbish more than the 512 licensed beds for which it is currently

requirements (collectively, the "Hospital improvements"); and
WHEREAS, Mercy has worked in good faith with the Association in addressing various
concerns addressed by the Association; and
WHEREAS, the board of directors of the Association has voted in accordance with the
terms of its governing documents to support the construction of the Hospital Improvements and
to recommend to the City Commission to approve any Major Use Special Permit or Class 2
Permit required in connection therewith.
NOW :.FORE, be it resolved by the Association that it recommends to the City
Commission the approval of any Major Use Special Permit or Class 2 Permit required in
connection with the Hospital Improvements.

The Coconut Grove Chamber of Commerce wishes to thank you for presenting the
proposed Grove Ray Residences development project adjoining Mercy Hospital to our
Board of Directors on May 2, 2006. The Board of Directors passed a resolution in
support of the project as follows:
"The Coconut Grove Chamber of Commerce hereby issues a general resolution in support
of the Grove Boy Residences and Mercy Hospital's presented at the May 2, 2006 Coconut
Grove Chamber of Commerce Board meeting."
We believe that this project brings much to the continuing improvement of

RESOLUTION

THE COCOANUT GROVE VILLAGE COUNCIL
Resolution Supporting The Related Group's Plan for Grove Bay an Land
Acquired from Mercy Hospital
2 MAY 2006
WHEREAS: The Cocoanut Grove Village Council heard The Related Group's
presentation of Grove Bay on 2 May 2006,
WHEREAS: It was learned that a residential plan has the least impact upon the
area, including traffic and site development, versus a commercial plan for hospital
facilities.
WHEREAS: The Related Group advised the three towers demonstrated in the
plans viewed will be the only three towers built, upon the purchase of the land from
Mercy Hospital,
WHEREAS: Mercy H.ospital has agreed it will not expand its bed size or create
any further commercial activity other than that already in the plans, for the next ten years.
WHEREAS: The Related Group has agreed to set aside a public baywalk along
the waterfront for the general population to enjoy unrestricted access,
WHEREAS: The Village Council did not consider and cautioned the Grove
residents against the practice of community based organizations soliciting or taking
monetary consideration from developers in exchange for their support for zoning
variances, and in its consideration of the Related Group's project remuneration to
Natoma Manors and Bay Heights played no role whatsoever in the Village Council's
determination.
THEREFORE, BE IT RESOLVED that the Cocoanut Grove Village Council is
in support of a variance to allow for construction of the plan presented to the Village
