Director (79 Chief City Manager Page 1 of 1 ATTACHMENT The City of Miami ("City"), Department of Police has long reflected on the concept of a new training facility that would provide the perfect opportunity to formalize and expand the already existing and unique relationship between the City and other police departments throughout the Americas. The City's Capital Improvement Program and Multi -Year Plan includes the design and construction of a Police Training Facility, Project No. B-72910, which will be utilized to train law enforcement personnel from Latin America, the Caribbean, Mexico, and other countries around the world. The Miami Police College's International Institute for Democratic Policing will have as its mission the forging of democratic policing practices throughout the world, which uphold respect for human rights and due process, as well as to ensure the protection of our homeland by employing disciplines that root out misconduct and corruption and gain the confidence of the people. The International Institute for Democratic Policing will host sworn and civilian Iaw enforcement personnel from abroad to train, assess, observe, and hold official meetings with Miami Police personnel in various Iaw enforcement areas. The International Institute for Democratic Policing intends to communicate with Iaw enforcement personnel from abroad in their diverse languages through the use of a translator or translating equipment when required. Members of the Miami Police Department, on occasion, will be required to render services under the auspices of the International Institute for Democratic Policing in the country where assistance is needed,
