HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-00503 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "MIAMI POLICE COLLEGES INTERNATIONAL INSTITUTE FOR DEMOCRATIC POLICING" AND APPROPRIATING FUNDS, CONSISTING OF DONATIONS FROM VARIOUS PRIVATE, LOCAL, STATE AND FEDERAL SOURCES, TO HELP DEFRAY THE FACILITY OPERATIONS, FURNISHINGS, EQUIPMENT, AND TRAINING PROGRAM COSTS; AUTHORIZING THE CITY OF MIAMI ON BEHALF OF THE DEPARTMENT OF POLICE TO ACCEPT MONETARY DONATIONS TO BE DEPOSITED IN SAID FUND. WHEREAS, the concept of a new police training facility would provide the perfect opportunity to formalize and to expand the already existing and unique relationship between the City of Miami ("City"), its Department of Police, and other police departments throughout the Americas; and WHEREAS, the City's Capital Improvement Program and Multi -Year Plan includes the design and construction of a Police Training Facility, Project No. B-72910, which will be utilized to train law enforcement personnel from Latin America, the Caribbean, Mexico, and other countries around the world; and WHEREAS, the Miami Police College's International Institute for Democratic Policing ("International Institute") will have as its mission the forging of democratic policing practices throughout the world, which uphold respect for human rights and due process, as well as to ensure the protection of our homeland by employing disciplines that root out misconduct and corruption and gain the confidence of the people; and WHEREAS, the International Institute will host sworn and civilian law enforcement personnel from abroad to train, assess, observe, and hold official meetings with City police personnel in various law enforcement areas; and WHEREAS, the International Institute intends to communicate with law enforcement personnel from abroad in their diverse languages through the use of a translator or translating equipment when required; and WHEREAS, members of the City's Department of Polies, on occasion, will be required to render services under the auspices of the International Institute, in the country where assistance is needed; and WHEREAS, the International Institute will need funds to help defray facility operations, furnishings, equipment, and training program costs once the building is complete; and WHEREAS, the City's Department of Police is requesting the City Commission to authorize the City to create a Special Revenue Fund for the collection of monetary donations; City of Miami Page 1 of 2 Printed On: 4/17/2007 File Number: 07-00503 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section, Section 2. The following new Special Revenue Fund is established and resources are appropriated as described below: FUND TITLE: Miami Police College's International Institute for Democratic Policing RESOURCES: Various private, local, state and federal sources unlimited 4PPROPRIATION: Costs associated with facility operations, furnishings equipment and training program costs unlimited Section 3. The City on behalf of the Department of Police is authorized(1) to accept said monetary donations to be deposited in said Special Revenue Fund. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS: RGE L. FERNANDEZ CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
