A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
CONTINGENT UPON THE APPROVAL BY THE FLORIDA DEPARTMENT OF
EDUCATION ("FDOE") OF THE CITY'S GRANT APPLICATION, ESTABLISHING A
NEW SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD SERVICE
PROGRAM FOR CHILDREN 2007," AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAME, IN AN AMOUNT NOT TO EXCEED $573,894,
CONSISTING OF A REIMBURSEMENT GRANT FROM THE UNITED STATES
DEPARTMENT OF AGRICULTURE ("USDA") THROUGH FDOE; AUTHORIZING
THE CITY MANAGER TO ACCEPT THE REIMBURSEMENT GRANT AWARD
FROM FDOE OF USDA FUNDING; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE A SUMMER FOOD SERVICE PROGRAM FOR
CHILDREN AGREEMENT, IN SUBSTANTIALLY ATTACHED FORM, AND ANY
OTHER NECESSARY DOCUMENTS WITH FDOE TO ACCEPT SAID
REIMBURSEMENT GRANT AND TO COMPLY THEREWITH; AND FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH THE SCHOOL BOARD OF
MIAMI DADE COUNTY, FOR THE PROVISION OF LUNCHES AND SNACKS TO
THEPARTICIPANTSTO BE OPERATEDITY OF BY THE DEPARTMENTI'S 2007 SUMMER FOOD SERVICE
OF PARKS AND
PRHOGRGRAMM,,
RECREATION, FROM JUNE 4, 2007 THROUGH AUGUST 3, 2007.
WHEREAS, the City of Miami's ("City") Department of Parks and Recreation sponsors a Summer
Food Service Program for children which provides nutritional meals in conjunction with its
comprehensive recreational program; and
WHEREAS, the Florida Department of Education, Food and Nutrition Management Division

local governments to
2007, for children up to the age of 18; and
WHEREAS, on March 14, 2007, the School Board of Miami -Dade County ("School Board"),
approved an agreement with the City, to provide the meals for participants of the City's 2007 Summer
Food Service Program at an estimated amount not to exceed $2.62 per Iunch and an estimated cost
not to exceed $.615 per snack, per participant, with said reimbursement figures including operation
and administrative costs; and
WHEREAS, the School Board estimates that the total amount of dollars to be paid to the School
Board is an amount not to exceed $500,000; and
WHEREAS, the City has applied for a FDOE grant this year and, if awarded, the FDOE grant
funds are anticipated to be an amount not to exceed $573,894, based on year 2007 figures and the
reimbursement rates of $2.62 per Iunch and $.615 per snack include the respective reimbursement

rates for operation and administrative costs; and
WHEREAS, through the Summer Food Service Program, the City will be able to serve
approximately 176,475 lunches and 181,350 supplements during the project period starting June 4,
2007 and ending August 3, 2007; and
WHEREAS, the City anticipates that an award of an estimated amount not to exceed $573,894,
will be received from the FDOE from USDA grant funding for carrying out said program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are appropriated
as described herein:

Section 3. This appropriation is contingent upon the approval of the City's application for said grant
by FDOE and the City Manager's acceptance thereof.
Section 4. If the FDOE reimbursement grant is awarded, the City Manager is authorized{1} to
execute a Summer Food Service For Children Agreement, in substantially the attached form, and any
other necessary documents with FDOE, to accept said reimbursement grant and to comply therewith.
Section 5. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, with the School Board, for the provision of lunches and snacks to the participants of
the City's 2007 Summer Food Service Program, to be operated by the Department of Parks and
Recreation, from June 4, 2007 through August 3, 2007.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
