The Stadium Marina owned by the City of Miami, is a busy recreational boating ramp and dry dock for 213 existing dry dock slips
with a proposed 87 slips added by the end of 2007. In addition, the City of Miami routinely services boats owned by the Coast
Guard, Fish and Wildlife Commission, and individuals putting their boats in for the day. This requires two fully functional lifts.
Currently, the City of Miami's equipment is five and nine years old respectively. The nine year old vehicle is entering the end of its
usefulness particularly when the expansion of the dry docks occurs in 2008. To meet the needs of the boaters using this equipment
daily, the City of Miami is requesting funding to purchase a full free lift to replace the nine year old equipment currently used at the
Statdium Marina.

b. Need Statement:
The Marine Stadium Marina, located on Virginia Key in Biscayne Bay and adjacent to the Atlantic Intracoastal
Waterway, is one of Miami-Dade's largest full -service dry storage facilities. The marina currently has a 300 berth
capacity, which is slated to increase to 500 berths in 2008. The marina can service vessels up to 45 ft., and
provides storage and hauling services for vessels from the Miami Police Department Marine Patrol Division, Key
Biscayne Marine Patrol, and Florida Fish & Wildlife Conservation Commission, along with the facility's service
and repair tenant. The marina has been permitted for the addition of an additional 75 dry storage rack spaces,
which will be constructed within the next several months and will provide much -needed berths for a significant
number of boaters. Daily, the two boatlifts move five vessels daily, for a total of over 18,000 moves apiece for a
grand total of 36,000 moves completed annually.
The two forklift trucks completing the dry dock lifts are Wiggins Lift Trucks which are five and nine years old.
These machines operate seven days a week at an average of 10 hours per day each. Due to exposure to the
detrimental effects of salt, water, hurricanes and of course operational wear from the high volume of lifts
completed daily, the oldest of the two trucks is in need of replacement. Without replacement, this forklift will soon
become unrepairable, forcing the marina to rely on one forklift. This clearly will be inadequate to service the
volume of recreational boaters, particularly with the expansion of the dry dock storage. Already, breakdowns and
repairs to the older machine have reduced the number of customer vessels able to be accommodated and thus
recreational opportunities to the boating public. The City of Miami is requesting grant funding to assist in the
purchase of a replacement fork lift truck for the facility.

d. Project Benefits:
The proposed project will have dramatic impact on the capacity of the Stadium Marina in serving
recreational boaters. Many boaters use the marina because of its affordable prices and convenience of
location both in terms of reaching the marina and in the different bodies of water immediately adjacent to
it. The City of Miami is dedicated to expanding the recreational opportunities for boaters in South Florida
and has begun expansion of the dry dock storage to accommodate demand. Without two fully operational
forklifts, the access for recreational boaters will be severely reduced.
Secondly, the current forklifts were produced prior to the implementation of environmental standards
industrywide. The proposed forklift, due to improved technology and fuel processing, should have a
reduced impact on the environment through clearner emissions and leakages.

XII — BOATER SAFETY
a. Explain how the project may affect boater safety whether positively or negatively.
Boaters using the Stadium Marina expect that their boats will be safely transported to and from the dry dock area or to
their method of transport. Without fully functional equipment, boats may be damaged in the transport process. This
exposes boaters to unnecessary risk on the water. Further, the volume of boats that currently use the marian as well as
those projected to use the marina with the 2008 expansion of the dry docking facility will be reduced, forcing
recreational boaters to use other, non -municipal marinas. This will hinder access and safety due to either higher prices
or marinas operating without the same high standard of safety compliance that the City of Miami imposes on its
faciltiies.

The customer information sheet with a picture of a boat with dimensions is for
helping in selecting the correct sire Forklift for the size of boats that you want to
handle. The layout of the Marina Building drawing is for the same, helping in
selecting the correct wheel base in reference to aisle width at your location.
We have included tax information that we have come across that might be of interest.
