Dear Mr. Espinosa: Recently, your department completed the dredging of the Comfort Canal from a FEMA funded stormwater drainage project. The estimated cost is $3,754,280 which required a 12.5% local matching fund or $469,285. Your department estimated. the City's. Cost Share. at 92% of the local matching fund or $431,742 in a letter dated February 22, 2006. While we completely support this project and see the benefits in flood protection, we do not agree upon the percentage of 92% that is shown on attachment "A" of your package. We have consulted our drainage atlas and discovered that the basin boundary drawn in your package does not match the existing site condition. Furthermore, other entities should have been included in this table. The missing entities are MDX, FDOT-6, and Miami Dade County. Our drainage approach within the City has been to maximize underground infiltration of our street runoff. Direct discharge to canal or other body of water is kept to a minimum and avoided by approved alternate drainage system. This Public Works policy effectively eliminated hundreds of acres from discharging directly into the Comfort Canal. As a result, our estimate of the City's cost share is much less. We have prepared a basin boundary map and a table reflecting the percentage by area of the major contributor to the Comfort Canal. In this map you will notice all the major outfall areas to this Canal are owned either by FDOT-6, MDX or Miami -Dade County. Our contribution to the tributary areas of the Comfort Canal is estimated at 76%.
