Box 330708 Miami, FL 33233-0708 Re: Interiocal Agreement for FEMA Funded Stormwater Drainage Projects` between the City of Miami (City.) and Miami -Dade County (MDC). Dear Ms. Cuervo Schreiber:.. We have reviewed your letter dated April 5, 2006, and received on April 12, 2006 This Department commends your efforts to minimize direct discharges to the Comfort Canal by providing for maximum discharge of street runoff into the Biscayne Aquifer via approved exfiltration systems. The Comfort Canal sen4ces the C-5 Drainage Basin area by lowering the watertablf which allows for a greater aquifer drainage and storage interaction during rainfal events and minimizes the possibility of localized street flooding even in area: serviced by exfiltration systems (no direct discharge areas). Hence, improvec conveyance of the Comfort Canal due to the recent FEMA Funded Project benefit: the entire basin area depicted on the attached map previously provided a: Attachment "An of the Interlocal Agreement Therefore, the previously established criteria and methodology for developing : stormwater utility program and its basis of fees do not include assessments of an! roadways whether local or regional. Similarly, all roadways, regardless of thel surface area or ownership, are not considered in our basin area computations.
