Subject: Florida Land and Water Conservation Fund Grant for the Baywalk on Watson Island
Purpose of Item:
The administration recommends that the Miami City Commission adopt the attached Resolution
authorizing the City Manager to execute Amendment Number 2 ("Amendment"), in substantially the
attached form, between the City of Miami ("City") and the Florida Land and Water Conservation
Fund, ("FLWC"), to extend the term for construction completion of the Baywalk on Watson Island in
the City of Miami until August 11, 2008 as more particularly described in Exhibit "A" attached hereto
and made a part hereof.

Subject: Florida Land and Water Conservation Fund Grant for the Baywalk on Watson Island
Background Information:
The City and the Miami Parking Authority ("Authority"), entered into an Agreement ("Agreement")
on August 8, 2002 to design, construct, finance, operate, maintain and manage the Boat Ramp Parking
Facility in the City of Miami at Watson Island. While the City has leveraged substantial funding from
other grant sources for coastal stabilization features along the southern shoreline, the City needs
additional monies to curb soil erosion, provide shoreline protection as well as public seating facilities
along the baywalk area earmarked for this southern shoreline. Currently approximately 500 linear
feet along the southeastern shoreline of Watson Island has no shoreline protective feature for its
surface soil.
The City received a grant from the Florida Land and Water Conservation Fund ("FLWC") in the
amount of $200,000 with a local match of an equal amount being funded by the City and the
Authority to aid in funding the construction of the restroom facilities and the baywalk. The restroom
facility has been completed. The grant term to use the monies for the construction are set to expire on
August 11, 2007; therefore Amendment Number 2 ("Amendment") extends the term of the grant by
one year to expire on August 11, 2008,
The Authority has been working on obtaining a revised survey of the property to determine the mean
high water line location. The survey was recently completed and submitted to the consultants in order
to complete the redesign of the baywalk. The consultants are approximately 30% completed with the
designs and they are refining the designs to address comments made by the Department of
Environmental Resource Management ("DERM") regarding the initial designs submitted for their
review.
