Urban Design/ Context • The Urban Design Guidelines, outlined in Section 1305 of the City of Miami's Zoning Ordinance, ask that all buildings respond to the physical contextual environment that they are in, while creating a transition in bulk and scale with the surrounding neighborhood. While the committee appreciates the efforts to scale the building more appropriately, the current proposal with bonuses still seems out of scale in height and massing with the streets and blocks within this neighborhood. Consider revising the scheme of the project by not utilizing the maximum FAR, and/or by continuing to reconfigure the massing of the building to introduce step -backs that will reduce the height and the impact of this structure on the adjacent properties. • The amount and dimension of the curb cuts proposed in this project seems excessive. Curb cuts disrupt the pedestrian realm and are discouraged along pedestrian thoroughfares. Please arrange the parking garage and vehicular circulation to be efficient while providing the least amount of curb cuts. Whenever possible, do not locate curb cuts adjacent to each other. • The proposed project will require a land use and zoning change. Architecture • The committee is concerned with the amount of blank walls fronting streets in this proposal. If providing windows along these walls is unfeasible, please consider texture or other forms of treatment to help break down the massing of these walls. Parking Garage • Confirm all parking slopes and standards with the Public Works Department. The Planning Department reserves the right to comment further on the project as details and/or explanations are provided and may revise previous comments based on this additional information. *** Please note that the Planning Department reviews Special Permit proposals based on architectural design, site planning and urban design issues. The project still needs to be reviewed and comply with other department's requirements. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board.
