Date: August 22, 2005 Subject: Omni — Mixed Use Project MUSP Traffic Impact Analysis Methodology The purpose of this memorandum is to summarize the MUSP traffic impact analysis methodology as agreed to during the August 22nd methodology meeting. The proposed development is bounded by North Bayshore Drive to the east, Biscayne Boulevard to the west, NE 15th Street to the south, and NE 17`h Terrace to the north (see attached map). The proposed development plan includes 4,400 condominium units and 200,000 s.f. of retail space. The following items were discussed: Trip Generation Trip generation calculations for the proposed development will be performed using ITE Trip Generation, 7th Edition, and the ITE Trip Generation Handbook. Trip Distribution Trip distribution will be determined using the cardinal distribution from the appropriate Traffic Analysis Zone (TAZ) in the 2005 Cost Affordable Plan. Committed Development The City of Miami will be contacted to obtain the most recent edition of the Large Scale Development Report. Projects currently under construction or approved will be included. Mr Carmelo Caratozzoio, E.1., August 22, 2005, Pg.2 Study Area The study area for this project was generally defined as 1-195 (north), I-395 (south), 1-95 (west), and Biscayne Bay (east). Within the study area, seven (7) intersections were identified for analysis: e NE 17th Terrace and NE 4`t' Avenue • NE 17th Terrace and Biscayne Boulevard * NE 17th Terrace and North Bayshore Drive ® Biscayne Boulevard and NE I5h Street • North Bayshore Drive and NE 15th Street w Biscayne Boulevard and NE 17th Street/Project Driveway • North Bayshore Boulevard and Project Driveway The following corridors were identified for analysis: ® Biscayne Boulevard ® North Bayshore Drive • NE 15t Street ® NE 17th Street Data Collection P.M. peak hour turning movement counts (4 p.m. to 6 p.m.) will be conducted at the identified study intersections. 24-hour machine counts will be conducted on the identified corridors during a typical weekday. All traffic counts will be adjusted to reflect peak season conditions using the appropriate FDOT adjustment factors. Capacity Analysis Capacity analyses will be conducted for the P.M. peak hour for the identified intersections, project driveways, and corridors. Intersection analyses will be performed using the Highway Capacity Manual (HCM) methodology. Corridor analyses will be conducted using info' nation from the Miami DRI-lI (i.e. person -trip capacity) and the 1- DOT Quality/LOS Handbook. Capacity analyses will be conducted for three (3) scenarios: existing, build -out without project, and build -out with project. In addition, project driveways will be addressed in this analysis with respect to access (controlled/uncontrolled) and queuing. Site parking information will also be provided in the report. Loading area maneuverability will also be addressed. Documentation The results of the analysis will be summarized in a report. The report shall include necessary supporting documents including signal timings, lane geometry, and software output sheets. A site plan illustrating the proposed driveways will also be provided in this submittal. • Kimley-Horn and Associates, Inc, Mr. Carmelo Cara uzzolo, E.l., August 22, 2005, Pg.3 The report will include a summary of FDOT five (5) year work program projects and long range transportation plan projects in the vicinity of the project site.
