Solid Waste Hauling Services
RECOMMENDATION
It is respectfel]ly recommended that the City Cvmmiaaion adopt tbo attached Resolution
authorizing the City to accept the selection of the 25 pre -qualified Proposers listed on the
attached qualified proposer's list, to provide commeroial solid west, hauling and disposal
services, for the City of Miami on a City-wide basis.
DAPKGROUND
The City of Miami, in an effort to issue franchise agreements for Citywide commercial
solid waste collection and disposal services , issued a Request for Qualifications (RFQ)
No. 03-04-107 to establish temar contracts for the provision of solid weete hauling and
disposal services, Twenty-six (26) proposals were received and evaluated by the
Evaluation Committee.
On July 9, 2004, an Evaluation Committee ("Committee") met to evaluate the proposals
received pursuant to the RFQ to determine those Proposers who .qualified for the solid
waste hauling and disposal servioer to be provided within the City of Miami,
The Committee evaluated the Proposals based on the quaiitioation criteria established
within the RFQ. Following discussions end evaluation, the Committee recommends to the
Chief Administrator/City Manugcr that the Proposals from twenty-five (25) haulers are
deemed qualified and placed on a Pre -Qualified Bidder's List (the "List") attached hereto
as Exhibit "A". One (1) proposer was deemed not qualified due to its failure to meet the
minimum qualifications.
Based on the above stated grounds, the City Manager respeotfully recommends that the
City Commission adopt the attached resolution authorizing the City to negotiate and
execute contract professional service agreements with twenty-five (25) qualified haulers
to provide solid waste hauling and disposal midges,
Further, as this action will initiate a new Franchise Agreement, these haulms are
recommended for award and to be utilized by the City of Miami's Department of Solid
Waste for said services.
($5 Million dollars in additional revenue)
