COCOANUT GROVE VILLAGE COUNCIL FOUNDER
Established group that would form the Coconut Grove Village Council.
The Council was founded as nonofficial governing body to oversee the
City of Miami's activities in Coconut Grove, and act as an interim
government if the grove was ever able to succeed from the City of
Miami.
COCOANUT GROVE VILLAGE COUNCIL ELECTION COMMITTEE
Organized the first Village Council election and had it placed on the
general election ballot.
COCOANUT GROVE VILLAGE COUNCIL ELECTED DISTRICT MEMBER
Founders and Election Committee members were restricted from
running for a council seat in the first election. Ran two years later in the
second election and represented the North Grove district.
DADE COUNTY CITIZENS FOR SELF-DETERMINATION
Founding member established to begin process of Coconut Grove's
attempted succession from the City of Miami. Ran petition drive to
place question on the next general election ballot. Near victory but
unfortunately the election was less than one week after Hurricane
Andrew and voter turn out was very low. Of course goals cnanged to
recovery from this devastating storm. Though the succession
movement failed the City now knew the citizens of Coconut Grove were
serious and could no longer be ignored.
COCONUT GROVE CIVIC CLUB
Served simultaneously as President of the Coconut Grove Civic Club and
Village Council Member.
Established in 1923 it is the oldest ongoing civic organization in the City
of Miami.

Goals of the Civic Club are to preserve the natural and historic
characteristics of Coconut Grove, the oldest community in the City of
Miami.
As President held a forum on the financial stability of the City of Miami
s!ghting the City Manager as incompetent, and contending that the city
was on the verge of bankruptcy. Shortly after the City went into
default, an oversight board was appointed, and the City Manager, Cesar
Odio, was indicted and convicted.
HISTORIC PRESERVATION
Gained historic preservation status for much of the Coconut Grove's
public waterfront. Preserved the Virrick Gym, Machine Shop, and the
two adjacent Pan American hangers as historic, and began the
redevelopment process. Received the endorsement of the Charles
Lindbergh family.
"Over my dead body" is the quote she first became known for when she
addressed the City Commissions attempt to demolish the waterfronts
historic structures.
GROVE TREE -MAN TRUST EXECUTIVE BOARD MEMBER
Again a founding member of this organization established to protect
the remaining heritage trees and preserve the tree canopy of Coconut
Grove.
From this organizations efforts came the City's policy for mitigation for
replacement of canopy removed for development.
When appearing before the City Commission to fight for preservation of
heritage trees, she became known as "that damn tree hugger."

I am writing on behalf of the Morningside Historic Education Society, Inc.
("MHES"), in order to endorse the nomination of Sally Mertens to the City of Miami's
Historic and Environmental Preservation Board.
I became acquainted with Sally as a result of her having her home on the
Morningside Historic Home Tour (MHES' major annual event). In fact, Sally's home
was the 2005 tour's "flagship" house. Sally did not purchase her home in its current
state, though. Indeed, Sally's home was quite dilapidated when she purchased it. It
was only through her diligent, "hands on" effort that Sally's home was restored to its
current splendor.
Given Sally's energy, intelligence, education, and pleasant disposition, I cannot
imagine a better -suited candidate for the Historic and Environmental Preservation
Board. Moreover, having restored a historically -designated home makes Sally all the
more qualified.
