Subject: Joint Participation Agreement between the City of Miami and Florida Department of
Transportation for the Heliport Facility on Watson Island
Purpose of Item:
The administration recommends that the Miami City Commission adopt the attached Resolution
authorizing the City Manager to execute a Joint Participation Agreement ("JPA"), in substantially the
attached form, between the City of Miami ("City") and the Florida Department of Transportation
("FDOT"), for the construction of the public heliport project on Watson Island in the amount of
$1,000,000; authorizing the allocation of required matching funds for said project, in an amount not to
exceed $1,000,000, from funds to be identified by the City Manager prior to the expenditure of said
funds.

Subject: Joint Participation Agreement between the City of Miami and Florida Department of
Transportation for the Heliport Facility on Watson Island
Background Information:
The. City and FDOT entered into a Joint Participation Agreement ("Agreement") on January 12, 1999
to design and construct the Watson Island Aviation Facility. The Agreement provided funding in the
total of $4,700,419 for the design and construction of the Aviation Facility on Watson Island.
However, due to the many changes that have occurred to the scope of the Watson Island Aviation
Facility such as the withdrawal of the Greater Miami Convention and Visitors Bureau, the original
funding amount was excessive.
On July 28, 2005, the City Commission authorized a Joint Participation Agreement No. 2 between the
City and FDOT, executed on September 9, 2005 that reduced the funding assistance to $1,000,000 for
the construction of the public heliport on Watson Island with a local match of an equal amount to be
identified prior to the expenditure of said funds.
Due to the age of the Agreement executed on January 12, 1999, the original funding amount has
expired and FDOT has established a new funding source requiring a new Joint Participation
Agreement ("JPA") with the same funding assistance requirements that were provided under the Joint
Participation Agreement No. 2, The term for the JPA extends the completion date to June 30th, 2010.
Miami Sports and Exhibition Authority and the City have been negotiating a Lease Agreement with
the successful proposer of the Heliport RFP. As part of the Lease Agreement, the heliport operator
will be required to provide the JPA matching funds in order to construct the new heliport facility. The
City has submitted an application for relocation of the existing heliport on Watson Island to the
Federal Aviation Administration ("FAA") and the Florida Department of Transportation ("FDOT") as
part of the requirements to relocate heliports.
