HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-00297 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),, AUTHORIZING THE CITY MANAGER TO EXERCISE THE FIRST ONE-YEAR OPTION TO EXTEND THE CONTRACT WITH THE UNIVERSITY OF MIAMI CENTER FOR RESEARCH IN MEDICAL EDUCATION, PURSUANT TO RESOLUTION NO. 05-0679, ADOPTED NOVEMBER 17, 2005, FOR THE DEPARTMENT OF FIRE -RESCUE, TO CONTINUE WITHOUT INTERRUPTION OF THE DELIVERY OF THE EMERGENCY RESPONSE TO TERRORISM TRAINING FOR THE MIAMI URBAN AREAS FIRST RESPONDERS, INCLUDING EQUIPMENT, COURSE DELIVERY, OUTCOMES ASSESSMENT AND QUALITY IMPROVEMENT, IN AN AMOUNT NOT TO EXCEED $350,000; ALLOCATING FUNDS FROM THE UASI GRANT PROJECT ACCOUNT; FURTHER AUTHORIZING THE CITY MANAGER TO EXERCISE THE SECOND ONE-YEAR OPTION TO EXTEND SAID CONTRACT, WITH FUNDS ALLOCATED FROM SAID GRANT PROJECT ACCOUNT, SUBJECT TO BUDGETARY APPROVAL. WHEREAS, the City of Miami ("City") has a continued need for a qualified, professional to continue without interruption of the delivery of the Emergency Response to Terrorism ("ERT") training for the Miami Urban area's first responders; and WHEREAS, the University of Miami Center for Research in Medical Education ("UMCRME") has met the City's requirements for the purpose of providing Department of Homeland Security, Office of Domestic Preparedness approved training courses for first responders in the Miami Urban areas (designated municipal and county employees of the City, Miami -Dade, Broward and Monroe Counties, jurisdictions within the counties and hospitals within these jurisdictions) who respond to terrorists and weapons of mass destruction ("WMD") events; and WHEREAS, the curriculum and methods offered by these courses provide the Miami Urban area's first responders the necessary training and preparation needed to counter incidents or WMD, and the ERT training meets the strategic objectives of the Miami Urban Area and will enhance the City's and the surrounding jurisdictions' ability to respond to a terrorist threat or act; and WHEREAS, the City Manager has determined that it is advantageous and practical for the City to continue this partnership with UMCRME, which provides an important ERT training for the first responders of the Miami Urban Area in accordance with the Urban Area Security Initiative ("UASI") Grant Project; and WHEREAS, UMCRME has been designated as the lead institution to carry out first responder anti-terrorist training statewide by the Florida Department of Health; and WHEREAS, the Florida Division of Emergency Medical Services has certified the course for continuing education credits and the Florida Department Security Oversight Board, the Florida Domestic Security State Working Group and the Florida Bureau of Fire Standards and Training have City of Miami Page 1 of 2 Printed On: 2/23/2007 File Number: 07-00297 approved the contents of said ERT Training; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized{1} to exercise the first one-year option to extend the contract with the UMCRME, pursuant to Resolution No. 05-0679, adopted November 17, 2005, for the Department of Fire -Rescue, to continue without interruption of the delivery of the ERT training for the Miami Urban Area's First Responders, including equipment, course delivery, outcomes assessment and quality improvement, in an amount not to exceed $350,000, with funds allocated from the UASI Grant Project Account, subject to budgetary approval. Section 3. The City Manager is further authorized{1} to exercise the second one-year option to extend said contract, with funds allocated from said grant project account, subject to budgetary approval. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPRSVED AS TO FORM AND CORRECTNESS: JORG CITY T ORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
