The City Code currently requires the installers of utilities and approved facilities to properly restore the streets and sidewalks upon completion of the installation of the utilities and approved facilities. To ensure that the proper restoration of the streets and sidewalks is completed, the installer is required to provide a payment to the City, based on the cost of the restoration, to be used by the City for the restoration in the event that the installer fails or refuses to complete the restoration work. Since the last update of the City Code Section 54-42, in 1983, the City has constructed improvements to the streets and sidewalks using modern and, in some cases, enhanced materials. The new materials must be repaired or replaced as part of the required restoration and must be listed in the City Code. Additionally, the restoration estimates must be updated to reflect current costs of construction.
