AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT A CONTRIBUTION OF FUNDS FROM
MIAMI-DADE COUNTY IN TIIE AMOUNT OF $1,400,000, FOR THE DR. MARTIN LUTI-IER
KING, JR. BOULEVARD IMPROVEMENTS PROJECT, B-78505, AS STATED HEREIN AND AN
AMOUNT OF $840,000, FOR THE SOUTH MIAMI AVENUE IMPROVEMENTS PROJECT,
B-60479, AS STATED HEREIN; AMENDING ORDINANCE NO. 12622, ADOPTED DECEMBER 9,
2004, AS AMENDED, TO APPROPRIATE SAID CONTRIBUTION OF FUNDS IN THE TOTAL
AMOUNT OF $2,240,000, INTO CAPITAL IMPROVEMENT PROJECT NO. 341330, ENTITLED
"CITYWIDE TRANSPORTATION AND TRANSIT;" AUTHORIZING THE CITY MANAGER TO
EXECUTE THE JOINT PARTICIPATION AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED
FORKS), FOR BOTH SAID PROJECTS, TO IMPLEMENT ACCEPTANCE OF SAID
CONTRIBUTION OF FUNDS; CONTAINING A REPEALER PROVISION, A SEVERAI3ILITY
CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami -Dade County ("County") requires operational improvements to Dr, Martin Luther King, Jr,
Boulevard (Northwest 62nd Street) from Northwest 37th Avenue to Northwest 5th Place, Miami, Florida ("Project B-78505");
and
WHEREAS, Project B-78505, will consist of milling, resurfacing, re -striping, replacing substandard street signs,
redesigning and reconstructing broken sidewalks, the addition of pedestrian ramps, landscaping, street furniture, decorative
lighting, pavers and specialty items that convey the legacy of Dr. Martin Luther King Jr.; and
WHEREAS, the County and the City of Miami ("City") also require improvements to South Miami Avenue, from
Southeast 25th Road to Southeast 15th Road, Miami, Florida ("Project B-60479"); and
WHEREAS, Project 8-60479, will consist of the addition of a roundabout at the intersection of South Miami Avenue and
Southeast 15th Road, Miami, Florida, signage, striping, roadway and pedestrian lighting, addition of curb ramps, milling,
resurfacing and the replacement of broken sidewalks, curb and gutter and inlet tops; and
WHEREAS, the parties agree that it would be more cost and time effective and in the best interest of the general public
to advance the design and construction of both Projects by entering into Joint Participation Agreements ("JPAs"); and
WHEREAS, it has been determined that the City should serve as the lead agency to expedite both Projects, utilizing its

Transit."
Section 3. Ordinance No. 12622, adopted December 9, 2004, as amended, the Capital Projects Appropriations
Ordinance, is amended in the following particulars: {2 }

Section 1. The herein appropriations are made for implementation of all municipal capital improvements of the City of
Miami, including new capital improvement projects scheduled to begin during Fiscal Year 2005, The herein appropriations
which arc designated by reference to descriptive project title and number also include appropriations for previously
approved scheduled projects as well as reappropriations of prior funds, The sources of revenues to support the herein
appropriations are identified by fund and project in ten Capital Funds, as follows:
