Hernandez City Manager Larry Spring, Ch Evaluation Co ()ATE : SUBJECT: REFERENCES ENCLOSURES: December 15, 2006 FILE : Recommendation of Evaluation Committee for RFQ 5010: State Lobbying Services As Chairperson of the Evaluation Committee ("Committee") for the above services for the City of Miami, it is my responsibility to offer the findings and recommendation of the Committee. The City issued RFQ 5010 for the provision of State Lobbying Services, and ten (10) Proposals were received. The Evaluation Committee ("Committee"), appointed by the City Manager, was comprised of the following individuals: 1. Larry Spring, Chief of Strategic Planning, Budgeting and Performance (Chair) 2. Jose Mallea, Mayor's Chief of Staff 3. Ignacio Ortiz -Petit, Sr. Assistant to the City Manager, Director of Government Relations The Committee discussed the qualifications of the ten (10) responsive and responsible proposals, and evaluated each pursuant to the City's RFQ. Following discussion and deliberation, the Committee recommends the following Proposers be qualified for each of Categories as specified on the attached list: 1. Corcoran & Associates 2. Dutko Poole McKinley 3. Tew Cardenas, LLP 4. Akerman Senterfitt 5. Barreto Cunningham May 6. Ronald L. Book 7. PLG 8. Smith & Ballard 9. Gomez Barker Associates, Inc. 10. Prieguez & Weens, LLC Negotiations and execution of an agreement(s) will be conducted, upon approval by the City Commission, on an as needed basis with any of the firms qualified under the categories of expertise depending on the specific lobbying needs of the City.
