Thompson City Clerk Date: December 15, 2006 Subject: Coconut Grove Business Improvement Committee (BIC) References January 11, 2007 Agenda Enclosures The Coconut Grove Business Improvement Committee (BIC) was created to serve as an instrument of advice and make recommendations to the city commission including but not limited to: (a) Coordination, funding and implementation of all marketing, infrastructure improvements, maintenance and other projects; (b) Advise and recommend appropriate expenditures from the Coconut Grove Business District Improvement Trust Fund as defined in Sec. 35-221; (c) If the City imposes a surcharge pursuant to Section 166.271, Florida Statutes, appropriating funds to an Urban Core Area under the jurisdiction of the Coconut Grove BIC, funds from the proceeds of the surcharge from the parking facilities located within the jurisdiction of Coconut Grove BIC shall be placed in a segregated account specifically designated for those parking surcharge infrastructure funds and will be utilized for those purposes; (d) Review special events application in the Coconut Grove Special Events District and approve or reject such applications as set forth in Sec. 54-341. A total of seven (7) appointments are needed at this time: • Commissioner Sarnoff, who serves as ex-officio Chairman of BIC, has four (4) voting members to appoint for seats currently held by: 1. Vacancy, due to the resignation of Angella Reid. 2. John El Masry, incumbent, whose term expired September 23, 2005 3. Ricardo Dunin, incumbent, whose term expired September 23, 2005 4. Elena Carpenter, incumbent, whose term expired September 23, 2005 • Commissioner Sarnoff also has three (3) non voting members who are residents of Coconut Grove to appoint for seats currently held by: 1. Tucker Gibbs, incumbent, whose term expired September 23, 2005 2. Sue McConnell, incumbent, whose term expired September 23, 2005 3. Vacancy (due to the resignation of Monette Klein O'Grady) The BIC has three additional non voting members as follows: 1. The Executive Director of the Department of Off -Street Parking Art Noriega 2. An officer of the Greater Miami Convention and Visitors Bureau, David Whitaker 3. The Executive Director of the BIC David Collins Please be aware that City Code Section 2-1252(b) reads in part: "All the members of the BIC shall either be permanent residents of Coconut Grove, own real property in Coconut Grove, or work or maintain a business in Coconut Grove, and shall have good reputations for integrity and community Service" For your convenience, we are including a copy of the current membership of said committee. By copy of this memorandum, we are requesting the Agenda Office to place this issue on the January 11, 2007 agenda.
