Thompson City Clerk Date: December 15, 2006 Subject: Miami Sports and Exhibition Authority (MSEA) References: January 11, 2007 Agenda Enclosures: List of members The Miami Sports and Exhibition Authority (MSEA) was created to promote sports, conventions and exhibitions and to strive to generate and further community support to achieve this purpose. The Authority shall endeavor to attract professional sports franchises to utilize facilities in the City. Members of MSEA shall be qualified electors of Miami -Dade County. Per a legal opinion received from the City Attorney, this requirement cannot be waived (see attached legal opinion). One member shall be the Mayor who shall be a voting ex-officio member and the chairperson thereof. One voting member shall be a City Commissioner appointed by the City Commission to serve as acting chairperson of the authority in the absence of the Mayor and not be reappointed for another immediately succeeding year until each Commissioner has served or has declined to serve. Each City Commissioner shall nominate two members, except for the City Commissioner appointed as a voting member, who shall nominate only one member. Of the two members nominated by each City Commissioner, one may be the Commissioner, as an ex-officio voting member, representing that Commissioner's specific district. The following five (5) appointments are required at this time: • Vice Chairman Sanchez has one (1) nomination for a seat currently held by: 1. Commissioner Joe Sanchez, whose term will expire January 12, 2007. • Commissioner Sarnoff has one (1) nomination for a seat currently held by: 1. Sam Gentry, appointed by former Commissioner Winton, and whose term will expire January 12, 2007. • Commissioner Regalado has one nomination for a seat currently held by: 1. Vacancy (seat formerly held by David Kubiliun, who was removed from this Authority as he was not an elector of Miami -Dade County). * • Commissioner Spence -Jones has two (2) nominations for seats currently held by: 1. Vacancy (seat formerly held by Quintin Taylor, who was removed from this authority as he was not an elector of Miami -Dade County).* 2. Vacancy (seat formerly held by Bob Beamon, whose term expired January 12, 2006 and who was removed from this authority as the City was unable to determine whether he was an elector of Miami -Dade County). * For your convenience, we are including a copy of the current membership of said board. By copy of this memorandum to the Agenda Office, we are requesting that this issue be placed on the January 11, 2007 Commission agenda. *This matter was deferred from the January 12, 2006, March 9, 2006, May 11, 2006 and November 9, 2006 Commission meetings.
