A RESOLUTION OF THE MIAMI CITY COMMISSION, WITI•I ATTACI-IMENT(S), APPROVING
THE CITY OF MIAMI'S ("CITY'S") 2005-2006 MULTI -YEAR CAPITAL PLAN ("PLAN"),
ATTACHED AND INCORPORATED, AS REQUIRED BY SECTION 163.3177, FLORIDA
STATUTES (2005) AND PURSUANT TO CHAPTER 18/ ARTICLE IX/DIVISIONS 1 AND 2 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED "FINANCE/FINANCIAL
POLICIES/ANTI-DEFICIENCY ACT/FINANCIAL INTEGRITY PRINCIPLES,' TO SET FORTH THE
CITY'S FISCAL NEEDS FOR CAPITAL IMPROVEMENTS, SUBJECT TO AN ANNUAL PLAN
REVIEW OF THE PLAN TO DETERMINE PROJECT PRIORITIES AND TO MODIFY FUNDING
ALLOCATIONS AS NECESSARY,
WHEREAS,:♦ capital improvement programming process to support the Comprehensive Plan Is required by the Local
Government Comprehensive Planning and Land Development Regulation Act, more particularly, Section 163,3177, Florida
Statutes (2005) and pursuant to Chapter IS/Article IX/Divisions 1 and 2 of the Coda of tho City of Miami, Florida, as
amended entitled "FinttncelFinancial Policies/Anti-Deficiency Act/Finaneial Integrity Prinoiples;" and
WHEREAS, a Capital Improvements Plan is a policy and management tool to plan municipal harrowing and
indebtedness over a period of time, to establish annual expenditures within a rramework of long-range fiscal requirements
and to serve as an official statement of the City of Mlami'a ("City's") development plane; and
WHEREAS, said plan will be subject to annual review, consideration and modification as needed, to determine project
priorities and to modify funding allocations as necessary;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA;
Section I. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and
incorporated as if RiBy set farth in this Section.
Section 2, The City'a 2005-2006 Mutli-Year Capital Plan ("Plan"), attached and incorporated, is approved, as required by
Section 163.3177, Florida Statutes (2005) and pursuant to Chapter 18/Article IX/ Division 1 and 2 of the City Code, entitled
"Pinance/Pinancial Policies/Anti-Deficiency Act/Financial integrity Prinoiploa," to set forth tho City's fiscal needs for capital
improvements, subject to an annual Plan review to determine project priorities and to modify funding allocations as
necessary.
Section 3. Thia Resolution shall become effective immediately upon its adoption and signature of tho Mayor. {1 )
