Subject: Miami -Dade Association of Chiefs of Police Court Standby Overtime Reduction Program
Purpose of Item:
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
funding, in the amount of $161,564.23 for the Miami -Dade County Association of Chiefs of Police,
Court Overtime Reduction Project. Funding is to be provided from the Police Department General
Operating Budget, Account No. 00001.191653.534000.

Miami -Dade County Association of Chiefs of Police Court Standby Overtime Reduction
Program
In an effort to contain rising overtime costs, the Miami -Dade County Association of Chiefs
of Police, along with the State Attorney's Office, instituted the "County Court Standby
Program." This program has dramatically reduced court overtime costs for all law
enforcement agencies. Since the program's implementation in 1997, the Miami Police
Department has reduced overtime costs by 56%, from $2,077,958 (FY '97) to $921,447
(FY '06). The system uses a victim/witness coordinator to ascertain officer, as well as,
victim and witness availability, thus allowing the State Attorney's Office to plan
accordingly. Officers are notified of being placed on a "standby" basis and only be called
when needed. All Police Departments in Miami -Dade County are required to continue to
financially support this court overtime reduction program. Funds from participating law
enforcement agencies are used to hire administrative support personnel necessary to
implement the County Court Standby Program. Law Enforcement agencies are now
billed based on the proportional utilization of the services from the participating law
enforcement agencies as defined by the number of Misdemeanor, Traffic (including DUI)
and Domestic Violence court cases processed through the Richard E. Gerstein Justice
Building (county court house) located at 1351 NW 12th Street.
