HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 06-02270 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "2006-2007 STATE HOMELAND SECURITY GRANT PROGRAM (SHSGP) FOR EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND RESCUE (USAR) TASK FORCES" AND APPROPRIATING FUNDS, IN THE MAXIMUM AMOUNT OF $221,560.93 (THE "GRANT"), CONSISTING OF A GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF FINANCIAL SERVICES ADMINISTERING FEDERAL FUNDS; AUTHORIZING THE GRANT TO BE USED BY THE CITY OF MIAMI DEPARTMENT OF FIRE -RESCUE TO PROVIDE TRAINING IN STATE FIRE MARSHAL ("SFM") APPROVED URBAN SEARCH AND RESCUE ("USAR") TRAINING COURSES, MANAGEMENT, AND ADMINISTRATION OF THE SOUTH FLORIDA USAR PROGRAM, AND FOR SUCH OTHER PURPOSES AS PERMITTED BY THE TERMS AND CONDITIONS OF THE 2006-2007 STATE HOMELAND SECURITY GRANT PROGRAM SHSGP SUB -RECIPIENT AGREEMENT FOR EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND RESCUE TASK FORCES (THE "SUB -RECIPIENT AGREEMENT"); AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD, TO EXECUTE THE SUBRECIPIENT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND TO UNDERTAKE ALL FURTHER ACTIONS NECESSARY TO IMPLEMENT AND TO COMPLY WITH THE SUB -RECIPIENT AGREEMENT FOR SAID PURPOSES. WHEREAS, the City of Miami ("City") has been awarded a grant, in the maximum amount of $221,560.93 from the State of Florida, Department of Financial Services administering Federal funds; and WHEREAS, pursuant to grant stipulations of the 2006-2007 State Homeland Security Grant Program SHSGP Sub -Recipient Agreement for Expenditure of Local Government Unit Funding for Florida Urban Search and Rescue Task Forces (the "Sub -Recipient Agreement"), said grant funds will be used by the Department of Fire -Rescue to provide training, management, and administration of the South Florida Urban Search and Rescue ("USAR") Program and for such other related authorized goods, services, and expenses as permitted by the terms and conditions of the Sub -Recipient Agreement;. and WHEREAS, it is appropriate and in the best interests of the City for the City Commission to authorize the City Manager to accept said grant award and to establish a special revenue fund for the appropriation of said grant award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 Printed On: 12/28/2006 File Number: 06-02270 APPROPRIATIONS: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section, Section 2. The following new Special Revenue Fund is established and resources are appropriated as described below: FUND TITLE: 2006-2007 State Homeland Security Grant Program (SHSGP), For Expenditure of Local Government Funding For Florida Urban Search and Rescue Task Forces RESOURCES: State of Florida, Department of Financial Services Administering Federal Funds $221,560.93 $221,560.93 Section 3. The City of Miami Department of Fire Rescue is authorized to use the grant award to provide training in SFM approved USAR training courses, management, and administration of the South Florida USAR Program, and for such other purposes as permitted by the terms and conditions of the Sub -Recipient Agreement. Section 4. The City Manager is authorized {1} to accept said grant award, to execute the Sub -Recipient Agreement in substantially the attached form, and to undertake all further actions necessary to implement and to comply with the Sub -Recipient Agreement for said purposes. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor,{2} APPROVED AS TO FORM AND CORRECTNESS: ORG : L. RNANDEZ CITY ATTO;'NEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
