NOTICE OF SPECIAL CITY COMMISSION MEETING
Pursuant to Miami City Code Section 2-33(o), a special City Commission meeting will be held
on Tuesday, June 18, 2024, at 9:00 a.m. in the City Commission chambers located at Miami
City Hall, 3500 Pan American Drive, Miami, FL 33133.
All of the agenda items from the cancelled June 13, 2024, City Commission meeting shall be
scheduled as an agenda item for the special City Commission meeting.
The June 18, 2024, Special City Commission meeting will be broadcast live for members of the
public to view on the City's website (www.miami.gov/tv), Facebook, Twitter, YouTube, Comcast
Channel 77 (Comcast only for residents living in the City of Miami), and AT&T Channel 99
(AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this special meeting can
be submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the special
meeting.
Public comment on agenda items to be heard at this special meeting may also be provided live
at City Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and
procedures as the City may implement or amend. Public comment will begin at approximately
9:00 a.m.

A copy of the agenda for the special City Commission meeting will be available at:

proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).

NFLPA wants to curtail on -field work at OTAs, start camp earlier

The NFL Players Associ-
ation is formulating a pro-
posal to reconfigure the
offseason calendar.
The NFLPA's proposal,
if enacted, would eliminate
voluntary on -field work-
outs in the spring in favor
of a longer ramp -up period
for players leading into
training camp in the sum-
mer, two people familiar
with the deliberations
confirmed to The Wash-
ington Post.
The proposal has not yet
been presented to the
league and the NFL's team
owners. It also has not
been finalized, according
to one of the people with
knowledge of the matter.
The prospective proposal
has strong support among
players, according to an-
other person on the play-
ers' side, who called it
"much needed."
The new offseason
schedule, i( the proposal is
enacted, could take effect
as soon as next year. Un-
der the current arrange-
ment, players typically
gather at team facilities
beginning in April for
workouts known as orga-
nized team activities
(OTAs) and minicamps.
Much of the work is volun-
tary under the terms of the
collective bargaining
agreement. Mayen gener-
ally are off from around
mid -June until training
amps open in late Jury.
Under this proposal,
most of the on -held work
in the spring would be
eliminated. Players would
have a longer break after
the season and then would
report to training camp in
late lone or early July for
workouts that gradually
would increase in intensi-
ty, culminating with full
practices.
'HARD KNOCKS'
DRAFTS BEARS
For the second straight
year, the NFL is overriding
a team's stated preference
and putting it on "Hard
Knocks."
The Chicago Bean can
only hope that having HBO
film their training camp
leads to a better outcome
for them than for the New
York Jets last season.
With a brand-new quar-
terback in Caleb Wil-
liams — the No. 1 overall
pick in April's draft —
looking to helm a weap-
ons -rich offense for an
original NFL franchise that
had yet to appear on "Hard
Knocks,there's little
mystery why Chicago was
an appealing choice. The
NFL and Warner Bros.
Discovery announced the
selection Thursday, and
the Bears' five -episode arc
will stream from Aug. 6 to
Sept. 3 on Max.
Bears president and
CEO Kevin Warren said
sa statement that the
potlight would "provide
our passionate fans across
the world the ability to
experience this unique and
critical time in the history
of our franchise."
Not provided by Chicago
were any thoughts from
Bears Chairman George
McCaskey, who earlier
this year reiterated his
desire for another team —
any other team — to be the
focus of "Hard Knocks."
Those comments echoed
remarks McCaskey made
in March 2023, when he
said, "We feel there are a
number of teams that have
compelling stories to tell
on 'Hard Knocks'"
Asked then if the Bears
were among thou teams,
McCaskey replied, "31
others."
At that time, the NFL
had four teams it could
compel to be on the show,
per a league formula that
exempts franchises fining
one oldie following crite-
ria: they have a new head
coach, they made the play-
offs in at least one of the
two previous seasons or
they have already been on
"Hard Knocks" in the
previous 10 years.
The Bean checked none
of those boxes in 2023, but
neither did the lets, New
Orleans Saints and Wash-
ington Commanders. Not
surprisingly, the league
went with New York and
newly acquired quarter-
back Aaron Rodgers,
despite the misgivings of
lets coach Robert Saleh.
"1 know there are sever-
al teams that would love
for 'Hard Knocks' to be in
their building. We're lust
not one of them," Saleh
said in time 2023.

Holland, 24, hasn't been
as productive as bugger,
but he's in the neighbor-
hood.
Keep in mind, Tagovai-
lea's extension would
likely create cap space in
2024, because a new deal
would lower his present
cap hit, which comes from
his S23.1 million frith -year
option.
An extension for Hol-
land, who is dated to make
93.3 million this season,
would reduce Miami's cap
space. How much depends
on the size of the deal, and
the signing bonus.
• Rookie deals must
get done: The Dolphins
will need a little less than
52.8 million of the new-
found cap space to sign the
seven players drafted in
2024. Pass rusher Chop
Robinson who is due a
(our -year deal worth
$14.97 million as the No.
21 pick, will be the most
expensive.
The only other draftee
who will count against the
salary cap is second -round
pick Patrick Paul, a left
tackle expected to serve as
Terron Armstead's under-
study this season.
GM Chris Grier. left. with roads Mire McDai i.e., has several

having only 50 players
under contract.
And that's before the
seven rookies are signed,
reducing the resources

Tropical storm watches
and warnings are issued
when winds of 39 to 73
mph are possible in an
area, and they follow the
same timelines as hurri-
cane watches and warn-
ings.
• How watches and
warnings are changing
The limeframes and
definitions for these
watches and warnings will
be the same, but how
they'll look will be a little
different.
Previously, the National
Hurricane Center issued
these warnings only in its
All advisory packets, re-
leased four tines a day (at
5 a.m., 11 a.m., 5 p.m. and
11 p.m. Eastern time).
However, This year, fore-
casters also can issue
watches and warnings
during any of the center's
advisories between those
time slots.
The change is to allow
"additional flexib0ities"
for issuing the watches and
warnings, the hurricane
center said.
On top of that, the look
of these watches and
warnings is getting a re-
vamp.
Starting around Aug. 15,
the hurricane center will
release an "experimental"
hurricane cone graphic
that features blocks of
color showing areas under
a watch or warning, ac-
cording to forecasters.
"Watches and warnings
in effect for land areas will
take precedence over the
cone," according to an
announcement from the
hurricane centerdiscuss-
ing the change.
Areas denoted in pink
will be under a hurricane
watch, while a tropical -
stoma -watch area will be
shown in yellow. Commu-
nities swathed in red will
be under a hurricane warn-
ing, and a tropical storm
warning area will be in
blue.
Previously, watches and
warnings — represented by
the same colors — were
highlighted only along
coastal areas. The newest
graphic will also show the
risk of winds to more in-
land areas.
"Recommendations
from social science re-
search suggest that the
addition of inland watches
and warnings to the cone
graphic will help commu-
nicate inland wind risk ...
while not overcomplicating
the current version of the
graphic," the hurricane
center said.

perimental cone showed
what watches and warn-
ings would look like using
Hurricane Ian's path in
2022.
Much of Florida's south-
west coast, along with
inland areas such as Odan-
do, are highlighted in red,
showing the areas under a
hurricane warning Sur-
rounding areas are in blue,
showcasing a tropical
storm waming for the
affected counties
• What to know about
the 'cone of uncertainty'
When a named storm
reaches tropical storm
strength, the hurricane
center pulls out its forecast
cone. The National Hurricane
Center's track forecast
cone is vital in under-
standing the direction a
storm is moving. But
what's ...ant to re -
ember is what the cone
is not showing you.
The cone does not de-
pict the sae or strength of
a stomr. Instead, it shows
where the storm s center is
likely to be. Even that
comes with caveats.
Roughly
three out of 10
times, the center of a
stone will stray outside of
the forecast cone.

Take Humane Idalia.
The storm made landfall
in Florida's Big Bend re-
gion, nearly 200 pules
away from Tampa Bay,
which was then out of the
forecast cone. St0l, storm
surge flooded low-lying
homes across the area.
The hurricane
enter
will continue to release its
current hurricane cone
graphic alongside the
experimental one. The
Went cone will be un-
changed, forecasters said.
A two -year -old study
from researchers at the
University of Miami found
that residents have diffi-
culty understanding mul-
tiple aspects of the cone.
The hurricane center
said it is continuing to
review how the pudic
understands the forecast
cones and the best ways to

Salmonella, according

Usually, the diarrhea,
stomachaches and fever
last four to seven days. In
about 26,500 people, the
diarrhea is bad enough for
hospitalisation. About 420
people are killed each year

The NFL Players Associ-
ation is formulating a pro-
posal to reconfigure the
offseason calendar.
The NFLPA's proposal,
if enacted, would eliminate
voluntary on -field work-
outs in the spring in favor
of a longer remp-up period
for players leading into
training camp in the sum-
mer, two people familiar
with the deliberations
conf tedtoTheWash-
ington I'ost.
The proposal has not yet
been presented to the
league and the NFL's team
owners. It also has not
been finalized, according
to one of the people with
knowledge of the matter.
The prospective proposal
has strong support among
players, according to an-
other person on the play-
ers' side, who caged it
"much needed."
The new offseason
schedule, it the proposal is
enacted, could take effect
as soon as next year. Un-
der the current arrange-
ment, players typically
gather at team facilities
beginning in April for
workouts known as orga-
nized team activities
(OTAs) and minicamps
Much of the work is volun-
tary under the terms of the
collective bargaining
agreement. Players gener-
ally are off from around
mid -June until training
camps open in late July.
Under this proposal,
most of the on -field work
in the spring would be
eliminated. Players would
have a longer break after
the season and then would
report to training camp in
late June or early July for
workouts that gradually
would increase in intensi-
ty, culminating with full
practices.

PLEASE ALL TAKE NOTICE THAT a meeting of the City of
Miami Commission has been scheduled for Thursday, June 13,
2024, at the City of Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. A private attorney -client session will
be conducted under the parameters of §286.011(8), F.S. The
person chairing the City Commission meeting will announce
the commencement of an attorney -client session, closed to
the public, for purposes of discussing the pending litigation
in the matters of Robert Gusman, Bruce Gusman and Jackie
Gusman Thayer as Successor Trustees of the Real Property
of Maurice Gusman Cultural Center for the Performing Arts,
Inc., A Dissolved Florida Not for Profit Corporation, v. City
of Miami, Case No. 22-23242 CA 01, pending in the Circuit
Court of the Eleventh Judicial Circuit, In and for Miami -Dade
County, Florida, and Maurice Gusman Cultural Center for
the Performing Arts, Inc. a Dissolved Florida Not for Profit
Corporation, v. City of Miami, Case No. 3D23-1842, pending
In the District Court of Appeal of the State of Florida, Third
District, to which the City is presently a party. The subject
of the meeting will be confined to settlement negotiations
or strategy sessions related to litigation expenditures. This
private meeting will begin at approximately 10:00 a.m. (or
as soon thereafter as the Commissioners' schedules permit)
and conclude approximately one hour later. The session
will be attended by the members of the City Commission,
which include Chairwoman Christine King, Vice -Chairman
Joe Carollo, Commissioners Miguel Angel Gabela, Damian
Pardo, and Manolo Reyes; the City Manager, Arthur Noriega,
V; the City Attorney, George K. Wysong III; Chief Deputy City
Attorney John A. Greco; Deputy City Attorney Kevin R. Jones,
and Assistant City Attorneys Eric J. Eves, and Marguerite C.
Snyder. A certified court reporter will be present to ensure
that the session is fully transcribed, and the transcript will be
made public upon the conclusion of the above -cited, ongoing
litigation. At the conclusion of the attorney -client session, the
regular City Commission meeting will be reopened and the
person chairing the City Commission meeting will announce
the termination of the attorney -client session.

NOTICE OF PUBLIC HEARING
The Board of Commissioners ('Board') of the Southeast Motown( Park W131
Communny Redevelopment Agency ("SEOPW CRA-1 will hold a Public Hearing
on Thursday, June 13, 2024, at 10:00 a.m. or anytime thereafter in the City
Commission chambers located at Miami City Hall. 3500 Pan American Drive,
Miami, FL33133. The Board will consider the allocation of funding to Groovin
Bean, LLC. ("Groovhi Bean) located at 801 N.W. Y.' Avenue, Unit 104, Miami,
Florida 33136 ("Property"). Grosmn Bean is a local, neighborhood coffeehouse
n need of financial assistance to stabilize operations and ensure sustainablbly
in the community ("Purpose").
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update ("Plan")
and Florida Statutes 163, the Board will consider the allocation of funding, in
an amount not to exceed Fifty Thousand Dollars and Zero Cents (S50,000.00)
to support construction, essential equipment and pre -opening expenses at the
Property.
