The Bayfront Park Management Trust (Trust) is pleased to submit its Fiscal -Year 2007-2008
Operating and Capital Budgets for City Commission approval. The Trust approved these budgets
at a regularly scheduled meeting held on July 23, 2007, and we respectfully request that you do
the same.
The Miami City Commission created the Trust in 1987 to "direct, manage and maintain all
aspects of Bayfront Park for the purposes of ensuring maximum community utilization and
enjoyment." City Commission Resolution No. 94-204 added Bicentennial Park to the Trust's
management portfolio in March of 1994 and the deep water slip adjacent to Bicentennial at the
December 14, 2006, commission meeting. In addition to "ensuring maximum community
utilization," the Trust's founding legislation included a further directive: "The Trust shall, to the
greatest extent it determines to be feasible, implement the exercise of its powers in a manner
which utilizes and encourages the fullest and most active participation and cooperation of private
enterprise." The Trust remains mindful of the balance it must strike between managing public
parks and encouraging private enterprise.
As a result of the Chairman Commissioner Joe Sanchez's leadership, and the Trust's success in
increasing revenue to the park, in FY 2006-2007, the Trust awarded a $500,000 to the City Parks
Department to create additional or improved park programs throughout the city. The grant
allotted $100,000 to each of the five districts located in the City of Miami for programs as
determined by each individual commissioner. This grant follows a similar grant made in January
of 2004 bringing the total amount of grants from the Trust to City Parks to $1,000,000 in a three
year span.
Our efforts at beautifying Bayfront Park continue, with regular flower plantings and improved site
furnishings. The pastel -colored Adirondack chairs installed along Bayfront Park's "beach" have
achieved iconic status. The fifty -foot Holiday Tree that brightened Bayfront Park from
Thanksgiving through New Year's attracted both residents and tourists, and in FY 2006/2007 the
Trust installed a Menorah as well, to continue our efforts to include all members of our
community. Our free, thrice weekly yoga classes continue their popularity averaging over 50
participants per class. Movies by the Bay and the Park's Trapeze operation were both recognized
as Best of... by the Miami New Times. Pollstar magazine, the entertainment industry bible, in
their mid -year 2007 edition, identified the Bayfront Park Amphitheater number 70 of the 100
most popular amphitheaters worldwide, and recognized Bicentennial Park as 29th worldwide for
event -related ticket sales, and ranked eighth in the United States.
In an outreach effort to the downtown office worker, the Trust together with the Health
Foundation of South Florida and the University of Florida/Miami Dade County Cooperative
Extension, created a seven week farmers' market and lunch time experience. The goal was to
increase the exposure of downtown workers and residents to healthy, locally grown fruits and
vegetables and the people who grow them. The market ran for seven consecutive Thursdays and
in that short time became an event which the downtown community embraced.

• Repainted two of Isamu Noguchi's most important sculptures in Bayfront Park, the � f'-
Challenger Monument and the Light Tower, as well as assisted Miami Dade County Art in
Public Places with its restoration of the Slide Mantra,
• Served as host sites for the two Super Bowl XLI events, one of which was free to the
public,
• Continued the management functions of the Miami Sports and Exhibition Authority,
• Worked through FEMA reimbursement process, resulting from storms Katrina and
Wilma,
• Continued organizing downtown waterfront interests through the Entities of Common
Interest,
• Lent staff expertise to City departments and partner organizations through participation in
committees, workshops and focus groups to help improve our community,
• Negotiated a contract for a new marquee sign for Bayfront Park.
• Bayfront Park's New Year's Eve Celebration was recognized by MSN.com as number
seven of the top ten places worldwide to ring in the new year,
• Continued care and maintenance of the statues and plaques throughout the park and at the
Torch of Friendship,
• AVP Pro Beach Volley Ball held their competition in Bicentennial Park, which was later
televised on ESPN,
• Soccer, rugby and paintball continued on a weekly basis in Bicentennial Park,
• Hosted the Pirates Mutiny in Bicentennial Park. Their appearance, under the "big top" at
Bicentennial Park, marked their American debut and
• Installed a children's play area adjacent to the Tina Hills Pavilion, in Bayfront Park's
south end.
The Trust continued to plan, promote and coordinate two of our community's largest celebrations,
the America's Birthday Bash on July 4th and the Bayfront Park New Year's Eve Celebration. The
Trust is committed to providing these free, community inclusive celebrations for Miami's
residents and visitors. In July we reaffirmed the self evident truths: that we are all created equal
and in possession of the inalienable rights of life, liberty and the pursuit of happiness. On New
Year's Eve we celebrate the passing of a year while looking with optimism to the future. It is that
optimism about the future of downtown and all of Miami that infuses the Trust and is represented
in this budget.
The Trust recognized the need to support activities outside Bayfront and Bicentennial Park
boundaries. Throughout the year Bayfront staff lent their expertise to events held around the city,
from Calle Ocho to Little Haiti to City Hall. The Bayfront Park portable stage, our festival on

wheels, was used in every commission district at parks and community celebrations, for events
ranging from Viernes Culturales to the City's Summer Parks Program. Between June 2006 and
2007, the Bayfront Park portable stage was used 40 times.
The Trust has entered into an agreement with Curtis + Rogers Design Studio for a Capital
Improvement Plan for Bayfront Park. The plans are based on the Trust's long range plan
Managing Bayfront Park to Greatness and will include softening the edges of the park with
plantings, improved park fixtures, including seating opportunities, trash containers and kiosks.
The re -lighting project and rock garden renovation remain goals for the organization. The
relighting should begin shortly. Interest in the Bayfront Park Amphitheater by international
music promoters has delayed the garden's renovation. The Trust is in the middle of a
procurement process, the end result of which will provide clearer direction to staff and board with
regards to the garden's renovation.
The Bayfront Park Management Trust board of directors and staff intend to build on the past
accomplishments. Thank you for allowing us the opportunity and the privilege to continue our
efforts next fiscal year, which will begin with your approval of the attached budget.

management for the Bayfront Park Management Trust.

1104 Administrative Assistant: proposed $39,450. The Administrative Assistant assists the
Contract, Procurement and Agenda Officer with administrative functions for the Trust.
