The meeting was called to order by Chairman Angel Gonzalez at 2:18 p.m., recessed at 10:46 p.m., reconvened at 11:23 p.m., and adjourned at 11:31 p.m. Note for the Record: Vice Chairman Sanchez entered the meeting at 2:19 p.m. ALSO PRESENT: Jorge L.
