APPELLANT(S): Herschel Haynes, Adjacent Property Owner, on behalf of

FINDINGS:
PLANNING DEPARTMENT: Recommended denial of the appeal and
approval with conditions* of the Special Exception.
ZONING BOARD: Granted the Special Exception with conditions* on
September 25, 2006 by a vote of 5-1.
