RECOMMENDATION
The Civilian Investigative Panel (CIP), represented by Chairman Larry R. Handfield,
respectfully requests an opportunity to present to the Honorable Mayor and Members of
the City Commission, its findings and recommendations arising from an investigation
into the Miami Police Department's (MPD) preparation for and response to
demonstrations during the Free Trade Area of the Americas (FTAA) Summit held in
Miami in November 2003. This item was deferred from the November 9, 2006 meeting.
BACKGROUND
In compliance with the CIP's mandate, an investigation was conducted into the actions
of the Miami Police Department and assisting agencies in preparation for and during the
FTAA demonstrations. The Report, submitted previously under separate cover,
contains specific findings and recommendations pertaining to the Miami Police
Department, but which may be utilized by other law enforcement agencies in preparing
for, and effectively dealing with, mass demonstrations.
