Subject: Amending Ordinance for Bay Heights Roving Security Guard; entering into a new Interlocal
Agreement with Miami -Dade County
Purpose of Item:
An Ordinance of the Miami City Commission, with attachments, approving an amendment to the
"Bay Heights Roving Security Guard Special Taxing District" to increase the off -duty police roving
patrol services from sixteen hours to twenty-four hours per day for the Bay Heights Neighborhood;
subject to compliance with applicable City of Miami and Miami -Dade County requirements;
approving necessary expenditures for said roving off -duty police patrol services; requiring
reimbursement for all expenditures; authorizing the City Manager to execute a new Inter -local
Agreement, in substantially the attached form, between the City of Miami and Miami -Dade County;
containing a repealer provision, severability clause and providing for an effective date.

ATTACHMENT A
The Bay Heights Civic Association requested, through Ordinance No. 11476, adopted on
April 10, 1997, and obtained the recommendation of approval from the Miami City
Commission for Miami -Dade County to hold a referendum vote of the registered voters of
the Bay Heights neighborhood, at no expense to the City of Miami, to determine whether a
Special Taxing District, to be known as the "Bay Heights Roving Security Guard Special
Taxing District", should be created in the Bay Heights neighborhood of the City of Miami.
Miami -Dade County passed and adopted Ordinance No. 97-120 on July 8, 1997, creating
the District and the District was approved on September 9, 1997 by a majority vote of the
electors residing with the District.
An amending petition submitted by the Bay Heights Community requesting an increase in
their level of service from sixteen (16) to twenty-four (24) hours a day was validated and
found to meet the Miami -Dade County Code requirement that at least fifty percent (50%)
of the resident property owners sign in favor of the amendment.
