Executive Summary The subject project is located on the southwest corner of NE i 3th Street and N. Bayshore Drive in the City of Miami, Florida. The subject project is a mixed used development with the following land uses Table z: Land Uses Land Use (LU) Specialty Retail High -Rise Residential Condo / Townhouse U n its 9.4 T.G.L.A 648 DU The existing use was not analyzed nor have the existing trips been reduced from the future proposed development traffic. The Trip Generation calculations of this project reveal there will be 99 net vehicles per hour (vph) entering and 62 vph exiting during the PM peak hour_ The subject project is located in TAZ 505 and has had the traffic assigned to the surrounding roadway and transit system using the 2005-Cost Feasibility Plan MUATS Cardinal Distribution. Link and intersection traffic counts were collected, averaged and adjusted for Peak Season and used in the link and intersection analyses. As such, sufficient Transportation Corridor capacity exists to support this development. The additional analysis performed consisted of driveway analysis. Bayshore Drive in the City of Miami, Florida. This report follows the methodology for a Major Use Special Permits ‘MUSP) utilized in the City of Miami. The traffic impacts to the adjacent roadways were evaluated as well as the signalized intersections of Biscayne Boulevard and NE 1 7lh Terrace and 19th Street. Lastly, the site driveways were also analyzed. These intersecfions were the most affected by this project and were discussed with the City's traffic consultant during the project's scoping phase. This analysis was performed for the existing and proposed conditions during the PM Peak Hour using the Peak Season condition. This report follows the methodologies adopted by the City of Miami's Person -Trip Analysis and conforms to the Institute of Transportation Engineer's (ITE) Trio Generation, and Traffic Impact Studies Manual as well as the 2000 Edition of the Highway Capacity Manual. The following land uses as identified by the Institute of Transportation Engineers (ITE), most closely resembles the proposed mixed use re -development. These land uses are as follows: Land Use 814: Specialty Retail wi 9,400 square feet Land Use 232: High-rise Residential Condo w/ 648 DU (Dwelling Units) Site access is provided on NE 18th Street. Figure 1 depicts the site's location map while Figure 2 is a site plan. The Trip Generation calculations results of the proposed development are summarized below. The ITE rates and percentages for PM Peak Hour Trips are included in Corresponding tab. Table 3 below summarizes the greatest traffic impact associated with the subject development, which occurs during the PM peak. This report did not deduct the existing traffic from the future trip generation results. Lastly, the trip generation was converted to net vehicle trip by utilizing the City's Person Trip Methodology. This methodology uses 16% vehicle occupancy and a 14.9% transit reduction factors. Lastly, a pedestrian reduction of 10 percent was utilized for pedestrian and bicycle trip reduction. These factors are consistent with the values used in the City's DRI - Increment II for the Omni Area. In addition, neither the existing traffic was deducted nor was an internalization used. Lastly, the these values are contained in the "Trip Gen" tab of the appendix and have been utilized as appropriate. As evident from trip generation calculations, the PM peak hour represents the worse case. Table 5 was developed to depict the PM Peak Hour Assignments while Hgure 3 depicts the assignments to the surrounding intersections. Lastly, these calculations were similarly performed for the Average Annual Daily Traffic (AADT) and are included in the tab labeled "TMC's/ATR" in the appendix. These intersections were discussed and developed during the scoping phase of the project with the City of Miami's Traffic Consultant, . Figure 4 is a graphical representation of the existing Tiv\C that have been adjusted to represent the peak season. Figure 4: Existing PM Peak Hour TMC's RICHARD GARCIA & ASSOCIATES, INC. 12 1Y41 )I 7,0 Existing Conditions traffic impact Study • • • i i Geometry: Biscayne Boulevard / SR 5 / US 1 Biscayne Boulevard is a 4 lane divided State Road it provides connectivity in the north -south direction and has auxiliary left turn lanes at most major intersections. On -street parking is not permitted, however bus routes/stops do exist within this corridor. Geometry: NE 15th Street NE 15th Street is a two-lane undivided non -State road. it provides connectivity in the east -west direction and has auxiliary left turn lanes at most intersections. On -street parking is not allowed, however bus stop do exist. Existing Lane Geometry The existing approach lanes are depicted in Figure 5 below. This figure also depicts the Synchro Model used to perform the intersection analyses. Traffic Impact Study • • Sig noiization: Biscayne Boulevard & NE 19th Street The existing signal timing was obtained from Miami -Dade County Signals and Signs division. The existing PM Peak hour condition has a 115 second cycle length. The Signal Operating Han (SOP) consists of a two-phase operation. The first phase provides east -west through movement which also allows permissive left turns. This phase has 26 seconds of green indication followed by 4 seconds of yellow. The second phase provides north -south through movement with permissive left turns. This phase has a maximum of 81 seconds of green indication followed by 4 seconds of yellow. An all red is not utilized at this intersection. This is further documented in the "Timing/Factors" tab of.the appendix as Asset ID 2390. Biscayne Boulevard & NE 17rh Terrace The existing PM Peak hour condition has a 115 second cycle length. The Signal Operating Plan (SOP) consists of a three-phase operation. The first phase provides a protected south through movement and a southbound left turn movement. This phase has 18 seconds of green indication followed by 4 seconds of yellow and 1 second of all red. The second phase provides north/south through movement with permissive left turns. This phase has a maximum 64 seconds of green indication followed by 4 seconds of yellow. These calculations are included with the signal timing and were input into the 5yncnro Model. This is further documented in the Timing/Factors tab as Asset ID 4136. Traffic Impact Studv /5”0 Transit Services During the roadway mode of the Person Trip Corridor analysis, it was found that sufficient capacity exist to support this development (i.e. LOS C existing and LOS D proposed). As such transit services were not obtained from Miami -Dade Transit Agency. However, in the event that trips need to be assigned to transit modes, we will utilize the available transit capacity. RiCHARD GARCIA & ASSOCiATES, INC. 17 u,-s :ure Aft; _ jvi Traffic Impact Study • 9oO Planned Roadway improvements The 2006 Transportation Improvement Program (TIP) was reviewed for possible roadway improvements near the subject project. Additionally, the downtown inset for Capacity, Safety and other Improvements map in addition to the Reconstruction, Rehabilitation and Resurfacing (RRR) Improvements map was evaluated for improvements within a three year horizon. The only project listed for the analyzed roadways was Financial Management (FM) Number 4146241 as a Resurfacing project slated for 2088. This project is on Biscayne Boulevard (SR 5 / US 1) from NE 13th to NE 38th Street and will maintain the existing lane geometry. As such, the proposed conditions were based on the existing roadway geometry. The tab labeled Person Trip includes a print out of the Miami -Dade Metropolitan Planning Organization (MPO) TIP with said project. Excerpts from that report are included in the tab labeled Committed along with the summary of the committed developments utilized here. Table 7 summarizes the committed developments utilized in the subsequent analyses. This methodology has been utilized in the City's Development of Regional impact (DRI) - Increment ll and has been accepted by both the FDOT and the South Florida Regional Planning Council_ Lastly, this methodology is further detailed in the City's document: Transportation Corridors: Meeting the Challenge of Growth Management in Miami. The results of the corridor analysis reveal that all levels of service thresholds will be above the LOS E standard. Table 7 is a summary of the results while the Person Trip tab contains the spreadsheet utilized to compute the peak season existing condition, the future year (i.e. 2009) background condition, the background and committed condition and finally, the proposed condition containing the cumulative effects. The results indicate the LOS are within acceptable guic elines for these types of facilities. Table 9 provides a summary of the results while the "int. Analysis" tab provides the program output. Future driveway volumes were estimated from the adjacent intersections. Using he TMC's from Figure 6 The approac dna volumes were determined at the site driveways. Lastly, the LOS analysis for the driveways resulted in on average delay of 2.2 for the driveway. These delays correspond to an LOS A. The intersection analysis tab in the appendix contains the results of this analysis. Information will be provided to residents and patrons of the surrounding transit system. Lastly, every effort will be made to design amenities that encourage all modes of transporiation.
