OF THE SPECIAL ELECTION
HELD ON NOVEMBER 7th, 2006

CITY OF MIAMI
I, Priscilla A. Thompson, City Clerk of the City of Miami, Florida, and as the Canvassing
Board for the City of Miami (hereinafter referred to as "Canvassing Board") do hereby
certify that all necessary legal steps were taken in connection with the conduct of a City of
Miami Special Election for Commissioner District 2 held on November 7th, 2006,
including, though not limited to, the following logic and accuracy tests:
I. On Wednesday, October 18th, 2006 (testing of equipment used on election day):
a. Commencing at approximately 9 a.m., the Miami -Dade County Supervisor of
Elections representative had the tabulating equipment tested to ascertain that
the equipment would correctly count the precinct and absentee ballots cast for
the candidates voted in the City of Miami Special Election, held on November
7t'', 2006.
b. The Miami -Dade County Canvassing Board representatives compared the test
results with the predetermined totals for each issue and pursuant to the
requirements established in Section 101.5612, Florida Statutes, observed the
performance and results of all required tests and verified the correctness of the
programs and equipment, as well as any replacement of said materials required
by said tests, subject to said tests.
c. At the completion of the above test, the logic and accuracy reports and test
materials were verified and steps were taken to ensure the security of said
materials prior to, during, and subsequent to the election, except when said
materials are properly in the possession of the Elections Department staff
appointed to conduct the election.
II. On Friday, November 3rd, 2006 (testing of equipment used on election day and
canvass of absentee ballots presumed invalid):
a. Commencing at approximately 7:00 a.m., the Miami -Dade County Supervisor
of Elections began the pre -count logic and accuracy test of the optical scan
system used for paper ballots.
b. Commencing at approximately 2:00 p.m., the Miami -Dade County Canvassing
Board representatives began the canvassing of the presumed invalid absentee
ballots.

III. Ott Tuesday, November 7th, 2006 (election day):
a. Commencing at 2:00 p.m., the Miami -Dade County Canvassing Board began
the canvassing of the absentee ballots. Except as otherwise specifically set
forth and declared in this certification, in my presence and sight, no absentee
ballot was removed from or added, and no absentee ballot was in any manner
altered or tampered with by any person, and no person touched any absentee
ballot or PEB (personal electronic ballot), except a person authorized to do so
pursuant to Section 101.5612, Florida Statutes.
b. Per Florida Statute 101.048 persons casting provisional ballots had the right to
present written evidence supporting his or her eligibility to vote to the
supervisor of elections by not later than 5 p.m. on the third day following the
election, and per rule number 1S-013 of Florida Administrative Code the
Miami -Dade County Supervisor of Elections allows 10 days after the election
to canvass overseas absentee ballots. Therefore the final official certification
of the results of the Miami Special Election were made available from the
Miami -Dade County Elections Department on Monday, November 17th, 2006.
IV. 1 further certify and declare that the official results of the Miami Special Election for
Commissioner District 2 which was held on November 7th , 2006, are as follows:

V. I further certify and declare that in District 2 for Commissioner, no candidate
received a majority of votes cast, and therefore a Runoff election was required to
determine who would be elected as Commissioner of City of Miami District 2. Marc
Sarnoff and Linda Haskins having received the greatest number of votes cast in the
Special election were placed on the ballot of the Runoff election.
