A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF FUNDS, IN THE AMOUNT OF $35,220,
FROM THE CITY OF MIAMI DEPARTMENT OF OFF-STREET PARKING;
ALLOCATING SAID FUNDS, TO AN ACCOUNT ESTABLISHED FOR THE
ALTERNATIVE PROGRAMS, INC., INCREASING THE ALTERNATIVE
PROGRAMS, INC.'S CONTRACT AMOUNT FROM $185,000 TO $220,220, FOR
PUBLIC FACILITIES AND IMPROVEMENT ACTIVITIES, AS SPECIFIED IN
MEXHIBIT A,"ATTACHED AND INCORPORATED; AUTHORIZING THE CITY
ANAGER TO EXECUTE AN AMENDMENT TO THE EXISTING AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH SAID AGENCY, FOR SAID
PURPOSE, AND ANY OTHER NECESSARY DOCUMENTS; FURTHER
AUTHORIZING THE DEPARTMENT OF COMMUNITY DEVELOPMENT TO
DISBURSE PAYMENTS TO THE VENDORS ON BEHALF OF ALTERNATIVE
PROGRAMS, INC.
WHEREAS, pursuant to Resolution No. 04-0685, adopted October 14, 2004, the City Commission
approved the allocation of funds, in the amount of $150,000, to the City of Miami Department of
Off -Street Parking ("DOSP"), for the development of a parking lot at the property located at 151
Northwest 60 Street, Miami, Florida; and
WHEREAS, pursuant to Resolution No. 05-0682, adopted November 9, 2006, the City Commission
approved the rollover of said funds; and
WHEREAS, DOSP has been unable to move forward with said project due to building code
requirements; and
WHEREAS, pursuant to Resolution No. 06-0507, adopted September 12, 2006, the City
Commission approved the allocation of funds, in the amount of $185,000, to The Alternative
Programs, Inc. ("Alternative") to rehabilitate their facility located at 151 Northwest 60 Street, Miami,
Florida, that was damaged due to the 2005 hurricane season; and
WHEREAS, an inspection was completed by a certified inspector from the Department of
Community Development and it was determined that the estimated total cost to rehabilitate the facility
would be $220,220; and
WHEREAS, Alternative has requested additional funding, in the amount of $35,220, to complete
the building's rehabilitation; and
WHEREAS, said agency will be required to sign a restrictive covenant, a mortgage and any and all
necessary documents; and
WHEREAS, payments will be made directly to the vendors on behalf of Alternative;

NOW, THEREFORE, BE 1T RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The transfer of funds, in the amount of $35,220, from DOSP and the allocating of said
funds, to an account established for Alternative, increasing Alternative's contract amount from
$185,000 to $220,220, for public facilities and improvement activities, as specified in "Exhibit A,"
attached and incorporated, is authorized.
Section 3. The City Manager is authorized {1} to execute an Amendment to the existing
Agreement, in substantially the attached form, with said agency for said purpose, and any other
necessary documents.
Section 4, The Department of Community Development is further authorized{1} to disburse
payments to the vendors on behalf of Alternative.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
