The Scope of Services Matrices (Appendix 1) is hereby incorporated as part
of this contract.
1. Program Intent:
To supports positive care giving by parents and early caregivers;
facilitate early social, emotional, and cognitive development and pre
literacy skills thus, increasing pre literacy for infants and young
children; and develop positive involvement with community, focused
on quality family time and family literacy.
2. Target Population:
Parents and caregivers who reside in the communities of Little Haiti and
Overtown, reflective of Haitian and African American cultures, respectively.

`Parenting Workshop Series
Families First -Parent Academy Instructors
will hold a workshop series using The
Abecedarian Curriculum "Learning Games",
designed to address the stress, isolation, and
lack of adequate parenting information and
social support that many parents experience,
1The material and format used in "Learning
Games" has broad appeal to families from a
wide spectrum of socioeconomic,
educational, cultural, and geographic
conditions. The content addresses issues that
all families face at one time or another, and
can be adapted to most populations.
Courses will be offered for parents of children
ages 0-5. These courses will take place once
I every three weeks in each of the following
!locations: local park, pre -identified Child
Care Centers and a local library in each of
the communities. Participants will be
I recruited in a variety of ways. Recruitment
efforts will begin as families are introduced
through prenatal care and early childhood
education efforts through and/or the Healthy
Start Coalition. Parents will be made aware
of the Parenting Workshop Series and the
Parent and Me classes by the prenatal •
education outreach staffers that service the
targeted areas from both of these programs.
The City of Miami will also work with The
Parent Academy to recruit parents for this
regional version effort.
The Parent Academy will assist by advertising
the courses in their course offering booklets:
Courses will be offered at local day care
centers for parents that utilize day care
services and at City of Miami Parks for
parents that stay at home with •their children.
Day care teachers and Park Managers will be
invited to sessions.

Parent and Me Classes will be offered to

interactive games, story telling, physical
activities, arts and crafts, and literacy
games. Families enrolled in the course will
participate in classes provided by My Gym
and WLRN Ready to Learn.

Families First Events
Families First Events will be organized on a
quarterl rjbasis by the Miami -Dade Family
Learning Partnership within the targeted
!areas. All participating families will be
!invited to attend, but the effort will be
advertised for the entire community. Events
will focus on culturally relevant content
focused on quality family time activities with
the emphasis on school readiness and family
literacy. The Miami -Dade Family Learning
Partnership will facilitate the collaboration of
!community organizations that have
!demonstrated success in reaching out to the
community, including a strong outreach to
the faith -based organizations. The Parent
Academy will also organize two Families
First City -Wide efforts highlighting family
literacy and quality family time. They will
lead these events but will still work closely
with the Miami -Dade Family Learning
Partnership and the Program Director to
assure that both events will remain aligned
; with the work being done within the structure
+of the program. Transportation will be made
!available for families registered in the
'Parenting Workshop Series and the Parent
!and Me Classes

Provider shal{ ensure pre and post testing is administered at the appropriate
times using the approved tools, as described above and in the Matrices,
(Appendix 1). Failure to conduct pre and post testing and/or subsequent
outcome data reports will lead to a program improvement plan, and possible
moratorium on TCT funding.
