President of the Miami -Dade County Associai of Chiefs of Police (MDCACP) for year 20 2007, I look forward to a stimulating experie as we embark upon this journey together. you may know, we live in a vibrant, rap growing multicultural community of over million residents. As the international gates to the Caribbean and Latin America, Miami-D County is one of the world's foremost comm centers, excelling in finance, glc transportation and international trade. We also one of the nation's foremost tot, destinations, hosting more than 10 mil visitors each year. As our diverse commu has grown and changed, we as law enforcerr have had to grow and change as w Accordingly, the MDCACP has been at forefront of positive initiatives that provide enhanced officer safety and pro\ a higher level of protection for our visitors and citizenry. While I am proud of our collective accomplishments and rich traditions, I kr that we did not attain our reputations by resting on our laurels. That is wl pledge to continue the outstanding work of our Past President Chief Li Loizzo, North Miami Beach Police Department, by encouraging the utilizatioi innovative crime fighting strategies, state-of-the-art technolog comprehensive legislative policies and general information sharing amongst member agencies. Moreover, we will continue actively engaging the suppor other law enforcement entities, legislative bodies and community organizati to advance our organization's initiatives. Lastly, I wish to extend a spe thanks to all who have worked so diligently to support MDCACP activities events and I solicit your continued support. Thank you for the opportunity serve this great organization in this new capacity. Note: Director Parker joined the Miami -Dade Police Department in 1976, was promoted through all the civil ranks. He has diverse experience in pc management and operations to include past assignments as a Division Chie the North Operations Division and the Special Investigations Division, Majo charge of a district command, Police Bureau Commander in charge of Economic Crimes and Strategic Investigations Bureaus. He has also worker a variety of other investigative and uniformed police assignments al Lieutenant, Master Sergeant, Sergeant, Corporal and Officer. In February 2002, he was appointed Assistant Director, Police Services. On April 1, 2004, was appointed Director of the Miami -Dade Police Department (MDPD). He holds a Masters Degree from Nova Southeastern University and a Bache Degree in Criminal Justice from Barry University. Additionally, he has p military service experience with the U.S. Army, and he is a graduate of the National Academy. His professional affiliations include the Phi Beta Sigma Fraternity, FBI Nati( Academy, Miami -Dade County Association of Chiefs of Police, 5000 Role Moc of Excellence and the Spirit of Christ Ministries, Inc. Moreover, he has recei many commendations and awards for his service and dedication to community and the Miami -Dade Police Department. Director Robert L. The monthly meetings are the responsibility of the primary local law enforcement agencies in the county and for over a decade, the City of Miami Police Department has been sponsoring the December meeting through donations and Law Enforcement Trust Funds, Unfortunately, the amount of monies available through these funding sources have diminished significantly in the past few years requiring a new and readily recurring source of funds. The Miami Dade County Association of Chiefs of Police comprise of approximately sixty (60) local, Federal and State law enforcement agencies including the State Attorney, DEA (Drug Enforcement Agency), FBI (Federal Bureau of Investigations), ATF (Alcohol Tobacco, and Firearms), U.S. Marshals, U.S. Secret Service, and FDLE (Florida Department of Law Enforcement). It has been in existence since 1937 and over the decades, has significantly improved the quality of law enforcement in Miami Dade County through its interagency cooperation and mutual assistance. The organization operates primarily through its monthly executive board luncheons and monthly general board dinner meetings. The high level of police services we all enjoy is a tribute to the effectiveness of such an organization. Currently, over 300 members attend the monthly dinner meetings in order to develop and disseminate improved administrative, technical and operational practices to enhance police services. Meetings are held to review and reevaluate the goals and objectives in light of current and emerging issues in the law enforcement environment, Those issues include but are not limited to: • Integrity and ethical behavior in professional policing • Tolerance and appreciation for diversity with police agencies and with the public • Joint agency coordination to reduce court overtime expenditures • Standardization of high risk policies to reduce and better manage liability • Development of mutual aid polices and coalitions to improve resource and critical incident management • Community Safety Programs The association does not have a revenue source other than membership fees and therefore relies on sponsoring local law enforcement agencies to host the monthly dinner meetings. It does not have a facility or other assets. The dues are used for executive luncheons and administrative expenses such as a newsletter and membership mailings. The amount requested will cover the entire event which includes the use of the ballroom, food and beverage for at least 300 members, audio and visual equipment rental, and related administrative and office expenses. All the large local agencies individually sponsor a monthly dinner meeting. However, for the smaller agencies, two or three of them will combine their financial resources to sponsor a meeting.
