Purpose of Item: To approve the Interlocal Agreement with the Miami -Dade Metropolitan Planning Organization (MPO) to jointly fund the Health District Circulator Phase II Study. Background Information: The City submitted a grant application to the Miami -Dade Metropolitan Planning Organization (MPO) seeking funding from the 2007 Municipal Grant Program for a "Health District Circulator Phase II Study". The project received MPO funding and the attached agreement is necessary to solidify the MPO's commitment to provide 80% ($48,000) of the project costs and the City's commitment to fund the remaining 20% ($12,000). The Health District Circulator Phase' Study, completed in February 2006, assessed the feasibility of a transit circulator to improve mobility in the Health District area. The study identified potential routes and a solution consisting of utilizing both of the following transit methods concurrently: (1) a conventional rubber -tire trolley bus operating on a two-way loop around the Health District; plus (2) an electric tram vehicle operating a north -south and east -west route serving the interior of the District. The solution was endorsed by the Miami Partnership as a critical component of the "Health District Implementation Plan", a detailed plan to address quality -of -life issues in the area such as streetscape enhancements, way-finding/gateway signage, and transit. The Phase II Study will further refine the route; develop a cost estimate and prepare an implementation plan. Budget Impact Analysis YES Is this item related to revenue?
