A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE
MIAMI-DADE METROPOLITAN PLANNING ORGANIZATION (MPO) FOR THE
HEALTH DISTRICT CIRCULATOR COMPONENT OF THE CIVIC CENTER
IMPLEMENTATION PLAN "PROJECT B-30248" TO JOINTLY FUND THE HEALTH
DISTRICT CIRCULATOR PHASE II STUDY; FURTHER AUTHORIZING THE CITY
MANAGER TO ACCEPT $48,000 FOR SAID STUDY; CONTAINING A REPEALER
PROVISION, A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Miami ("City") submitted a 2007 Municipal Grant Program application to the
Miami -Dade Metropolitan Planning Organization ("MPO") requesting grant funding in the amount of
$48,000 for the Health District Circulator Phase II Study ("Work"); and
WHEREAS, the grant evaluation committee deemed the Health District Circulator Phase II Study
as a top-ranking project eligible for grant funding in an amount not to exceed $48,000 or eighty
percent (80%) of Work costs; and
WHEREAS, the MPO Governing Board endorsed the committee's recommendations for grant
funding pursuant to Resolution No. 21-06, adopted May 25, 2006; and
WHEREAS, the Health District was previously known as the Civic Center; and
WHEREAS, the "Miami Civic Center Circulator Study" now referred to as the "Health District Circulator
- Phase I Feasibility Study" ("Phase I Study") has been completed; and
WHEREAS, the Phase I Study was endorsed by the Miami Partnership, as the solution for providing
transit related quality of life improvements in the area; and
WHEREAS, it is in the City's best interest to proceed with the solution recommended in the Phase I
Study and prepare a cost estimate and implementation for the Health District Circulator; and
WHEREAS, the MPO grant will fund $48,000 or eighty percent (80%) of the Work costs, with the
remaining $12,000 or twenty percent (20%) of the Work funding allocated from Project B-30248
WHEREAS, the City Manager is authorized to execute the Interlocal Agreement, in substantially
the attached form; and
WHEREAS, the City Manager is authorized to accept the contribution of $48,000
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission authorizes the City Manager{1} to execute the Interlocal Agreement
with the Miami -Dade MPO for the Health District Circulator Phase II Study and accept the 2007
Municipal Grant Program funds in the amount of $48,000 in substantially the attached form.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of the
Mayor.{3}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
