Scope of Services
Health District Circulator Study - Phase 2
Introduction
The following scope of services will be provided by the Corradino Group as a part of the
work being provided by Gannett Fleming with EDAW Inc. Gannett Fleming is providing
overall engineering services, EDAW is providing the planning services for urban design
and the Corradino Group is providing the services related to planning and design of the
circulator system and signing.
The Corradino Group will continue the work provided in the first of the Circulator Study
where a preferred alternative was selected for the Health District area.
The Corradino Group shall work to develop a plan for implementing the recommended
circulator system. The original work provided routing, headways, technology and
conceptual costs for the circulator. This phase of work will provide finalized plans for
operations and a detailed cost estimate for capital and operating. The work will also
include consultant organized coordination meetings with the City of Miami, Miami -Dade
Transit, and FDOT to develop an agreement for how the circulator will be funded.
For the purposes of this scope of services the recommended alternative consists of two
routes and two technologies. The phase II study will look at implementing a tram
operated through pedestrian areas on a north -south axis and a low floor trolley bus
operated on local streets on an east/west axis. Additional alternatives will not be
examined beyond the work required to finalize the routings.
Task 1: Project Coordination
This task includes all of the work necessary to coordinate the project with the appropriate
local agencies to assure support for the project.
1.1 City coordination meetings
Corradino will conduct a kick-off meeting with the City of Miami and the University of
Miami to discuss the scope of the project and to set the basic parameters and milestones
of the study. The team will verify the groundwork for the other required coordination
meetings with outside agencies.
The team will have two meetings with the City of Miami and the University of Miami to
go over progress and present information that may be presented at future meetings.
The Corradino Group will also take the project to the City Commission to gain approval
of the project.
1.2 Coordinate with MDT
Corradino will be required to meet several times with Miami -Dade Transit. The
anticipated meetings will cover the following topics:
• Status of proposed PTP funded Health District Circulator
• Potential for merging the Circulator functions.
• Potential of realigning through routed buses due to circulator and possibility of
using savings from re-routing to help fund the circulator,
• Use of County or City PTP funds for capital and operating.
• Contracting of service and who might manage the contract,
• Labor union issues
• Future of a transit center in the Health District Area.
• Sharing of bus stops
The result of each meeting will be documented and submitted to the City the city.
1.3 Coordinate with Stakeholders
Corradino will meet with the security and risk management offices of the major
stakeholders to verify their support of the project and to answer any questions that they
might have about the project.
1.4 Coordinate with FDOT
Corradino will meet with FDOT to determine the potential for receiving the three-year
transit development block grant to help with the initial operating and maintenance costs
of the circulator. If any grant applications are required Corradino will assist the City in
completing the application.
1.5 Coordinate with the MPO
Corradino with will meet with the MPO staff to get the project on the agendas of t he
CTAC, TPTAC, TPC, and the MPO board to get the project in the TIP and the LRTP.
Task 2: Route Finalization
Staff will prepare a base map based on scaling our existing aerial photograph. Field
measurements will be taking in order to scale the base map. The base map will indicate
obstacles to be removed, turn around locations and route stops. Actual turning radii for
the vehicles will be plotted on the map to assure that the route and the recommended
technology will work. Visual field inspections will be performed to determine the
locations where additional paving would be required. It should be assumed that most of
the pedestrian areas are only 4" concrete. The actual route will need to be reconstructed
to 6" pavement to support the tram.
Task 3: Finalize Cost Estimates
Based upon the work completed in Task 2 Corradino will estimate actual running time for
both the shuttle and the tram routes to determine possible headways and to estimate
actual vehicle requirements.
Corradino will coordinate with EDAW for the transit shelters to be used on the campus
and transit stop only and shelter locations will be determined. Exclusive circulator stops
will be identified and the cost of the street furniture for the circulator will be calculated.
The area to be repaved will be determined and the square footage of pavement removal
and repaving will be calculated.
Finally the O&M cost of the system will be estimated as accurately as possible.
Task 4: Identify Details of Management Plan
Corradino will examine three different options for operating the circulator service.
• City operated
• MDT operated
• City contracted
The pros and cons of each arrangement will be examined.
In addition to the pros and cons of each service option, Corradino will meet with the
contracting officers for both MDT and Tri-Rail to examine the details of their agreements
for contracted transit service. Corradino will identify key features that need to be in the
RFQ that would be released for operators for the circulator service. Corradino will also
identify key paragraphs that would need to be in contract that would be issued for
contracted service.
Task 4: Contingency
If requested Corradino will work with the City's contracting department to prepare the
RFQ for the service and will also help the City staff evaluate the responses for
responsiveness.
Task 5: Financing Plan
The early meetings will establish the amount of PTP, County transit subsidy and FDOT
block grant money can be diverted to fund this project.
If there is a short fall Corradino will identify the size of the shortfall (both capital and
annual operating). Corradino will then outline several different funding options
including:
• Establish an assessment district
• Establish a parking surtax
• Create a joint powers agreement between the major parties involved agreeing to
participate in funding.
We will then look at the cost of implementing the different revenue schemes to determine
which one is most appropriate for funding the project. A single financing scheme will be
recommended to the City.
