Unlike conventional codes that focus primarily on use, a form -based code places emphasis on the desired physical outcome of buildings, as well as the spaces between them. Ultimately, the Miami 21 Code will help create a more compact, walkable, and ecologically sustainable city. Moreover, the new code will initiate a more efficient and predictable regulatory process for developers and citizens alike. The Miami 21 form -based code is also a Transect-based code, organized graphically by T zone to simply display how built form, intensity, and urban complexity are regulated. Notice how the overall form of the development becomes more urban as the transect moves from Miami's T3 to T6 zones, as well as how the code treats special districts. The following technical pages of the code uses two categories, Building Disposition and Building Configuration, to guide where the building is placed on the lot, the location of parking, the height of buildings, and what type of frontages are appropriate for the specified T zone. Seven Tcandidates are vying to fill the seat vacated by suspended Commissioner Johnny Winton, including several who are well -qualified. But the real winners will be Miami residents who can choose from a diverse pool of candidates who offer different approaches to the job. All are taking a gamble, though. If Mr. Winton is acquitted of battery and disorderly intoxication charges before his term expires next November, he can retum to the seat. • Of all the candidates, former deputy city manager and CFO Linda Haskins is best prepared to represent this district because of her integrity, experience and knowledge of both the city and job. Ms. Haskins, 52, was appointed to temporarily fill the position after Mr. Winton's arrest. Some residents have questioned why the commission appointed "one of their own" -- a valid concern. But even in a strong field of candidates with a rich array of skills and experiences that would be an asset to the city, Ms. Haskins is a standout. In addition to Ms. Haskins, the other qualified candidates are Frank Rofason, 61, a former Miami fire fighter and assistant city manager; Marc Samoff, 47, an attorney who is active in the campaign against a "big -box" Home Depot in Coconut Grove, and Maria "Betty" Gutierrez, 45, a legislative aide to Miami -Dade Commissioner Bruno Barreiro. ,1 Mr. Rollason, who has been an interim city manager, says the city reeds to check its "unbridled growth." His top priority would be ' ' being accessible and giving people the respect they des,erye." Mr. Samoff is supported by Miami firefighters, United Teachers of Dade and the AFL-CIO. He says city officials are too closely aligned with developers and consultants. He calls Miami21 a "Byzantine work -in -progress." He wants to review city spending by examining every budget item line by line. Ms. Gutierrez says the city can use her skills as a consensus builder. Ms. Haskins joined the city in 2000 and has been director of budget and management, senior financial advisor and CFO. She is creative, a straight talker and a strategic thinker. She wants to make government accountable and transparent. She helped develop a formula that leverages the city's affordable -housing spending by a multiple of $23 in private investment for every $1 in city money. She says the city should slow down its growth and consider a more rational approach including a moratorium on land -use changes oendina implementation of Miami21. She wants to work with the city's unions to find a resolution to the pension and health -insurance crisis, whnsumes20 percent of the budget. "I understand the numbers, I understand the issues and I have a passion for the city,' she says.
