Specification Detail 2.2:
We have made comments, remarks & recommendations and noted any exceptions about significant items
in the specification, we have also included Design Statements about the Firestorm Systems design and
the Kingston hull platform.
A-2: Most items used in commercial vessels are not certified by the NMMA, which is a recreational
boating association. Also not all items are covered off by ABYC, many items are recommendations or
offered as comment only. We shall seek to clarify issues that we are knowledgeable about. Our vessel
meets all .NFPA 1925 (Fireboats) required standards with one exception. This exception is the water flow
velocity calculation. NFPA 1925 requires 6" firemains to meet the flow velocity required. 6" mains will
notfitinto.,a craft. of this .size ..without serious ..implications .to, the ..Qra[l.'s_interior spaceboth inside the . .
cabin spaces and the engine room. The main problem for 6" mains are the bend radii of such size pipe.
The point that the NFPA standard is establishing here is not flow or pressure, which our boat meets or
exceeds, low flow velocity means the firemain piping will last for more years if the water flows slower
across the pipe surfaces. To ensure long pipe life we have installed in our boats heavy wall schedule 40
aluminum pipe. We have also provided victolic fittings so that pipe can be easily removed anywhere in
the vessel except where it traverses watertight bulkheads, as it is welded in with short stubs at these
points. All bends which are the points most prone to wear are removable where possible. We estimate the
pipe life at 15-20 years, subject to appropriate flushing with fresh water. ABS calculations shall be
reconfirmed based on changes desired by the MFD.
A-5: Please note our comments under the fire system.
B,1: We have offered a flush deck design Dwg A and the raised bulwark design asked for under
options Dwg B. You will note the raised bulwark design is both wider and longer in LOA. (Note: Found
under Trade Secrets Exception.) This is the result of the flare of the hull both abeam and fore and aft as
the hull extends outward above the deck height. There are no other changes to the hull shape below the
deck level. We will discuss both the major impacts to rubrail and deck railings under those headings
affected by the addition of the bulwark design. Most notably a raised bulwark design is most effective in
rough seas as it raises the hull profile by 18" forward of the after deck and 8" around the after deck.

You will note the speeds shown in the Hamilton Thrust/resistance curves as well as the hull trim angles.
Our proven design has had years of improvements to make these trim angles more than just acceptable
they represent the most desirous angles for hull control on and off the plane, providing for safe operation
throughout the range of the vessel's RPM's. No other boat builder can offer such definitive trim angles
that assure good boat handling and reduce the opportunity of operator error. Optimum trim angles
provide for optimum wake conditions as there is no plowing of the hull caused by an extremely high bow
angle that .many boats suffer from. Our trim angle over the hump is approximately 6-7 degrees and at full
speed 1.5 to 2 degrees.
Whereas the speed shown for the last Firestorm 43-47LOA for Portsmouth VA is shown at a projected 36
knots @ 32,500 lbs, in the Hamilton Thrust/Resistance curve,the actual weight came in higher at 34,500
lbs and we achieved 38 knots of speed. We project an added 2000 lbs of weight for your boat due to the
greatly expanded equipment list for both boat gear and fire equipment, but through tweaking the gear
ratio to impeller Hp absorption curve we are able to utilize a further 20 Hp per engine on your model
over the Hp absorption curve of the Portsmouth boat, The speed estimated at 90% engine load, (cruise
speed) is 34-35 knots. This represents a 16.6% increase to the cruise speed requested. The boat can be
operated at full time at this speed. The estimated top speed is approximately 26% higher for much faster
response times.
The hull deadrise aft is 18 degrees. Our Firestorm hull has been .fully tested to verity the NI+'1'A heeling
angle of ten degrees is met, with monitors firing directly off the beam with double the crew weight on the
low side simulating aid to survivors while firefighting, a worst case scenario. This deadrise when
accompanied by the craft's high weight and long waterline makes for good seaworthiness in offshore
conditions. The Portsmouth boat was delivered by water last summer, 963 nautical miles. Generally the
boat experienced excellent weather, but the offshore portion of the trip from Sandy Hook NY to Cape
May DE, some 110 miles was sailed in strong winds, 25-30 kts and building seas from the southeast. The
waves were estimated at 7-8 feet and the boat stayed on plane at 20-25 knots throughout the day.
Whereas we would have expected the boat's sea water or exhaust systems or the fire systems to have
suffered some loosening during this exercise, the only damage was a failed light bracket and the main
monitor pinion gear failed.

control engines that provide the pumping power at the same time.
MetalCraft Marine is one of the North American leaders in commercial jetboat design. Our first jetboat
the Kingston 24 was built in 1987 the basis for the Firestorm platform. The Saute Moutons is the 61
MPH jetboat shown on our Hornepage that runs the Niagara Class V rapids. Our Kingston Design
Statement will discuss the critical points of this unique proprietary hull design that permit it to lift more
weight than a conventional deep V and be much more fuel efficient at the same time.
All fasteners where possible are 316 non-magnetic stainless steel. Great care is taken to ensure no
electrolytic action. The boat is fitted with an anti -corrosion meter to constantly indicate the cathodic
protection is working.
B, 2-c: We have indicated the ABYC sight lines on our drawings.
B, 3-a: We use 5052 for the wheelhouse for its bend characteristics as 5083 could not perm it the
contours required for the'house shape. This is an industry standard.
B,3-b: Our push knee design is well proven and proprietary to MCM. This pushknee design provides
substantial buoyancy far forward and enough lift that it cannot bury even in heavy seas. It sheds spray
outboard very well as shown in actual tests in 10-12' seas. It also acts as a crumpel zone should the boat
ever be involved in a head on collision, reducing impact rapidly ahead of the collision watertight
bulkhead. Actual pushknee heights are adjusted to the customer's needs to meet local dock height
requirements.
B, 3-f: See our itemized pricing sheets for option prices.
B, 3-g: We cannot find watertight engine hatches large enough to accommodate engine removal that can
be supported by gas shocks that are not cast aluminum. Please note that `watertight' denotes a certified
type of equipment. Cast aluminum hatches in this size requirement will not meet corrosion requirements
under USCG B928. We have supplied weathertight, dogged engine hatches, with gas shocks and retainer
bars and oversize drain gutters.
B,4-r: We have priced a privacy curtain.
B,7-a: The boat comes equipped with Cummins QSM11 engines @ 670 HP Government Service rating
and Hamilton 322 zero degree waterjets coupled by ZF 325 marine gears. We have. attained through our
systems applications engineering a Hp absorption of 665 Hp from the engine, which translates after gear
losses to 645 Hp at 2305 RPM, this is a .002% deviation from an absolute perfect impeller match.

1.3,7-g: We have included duplex Racor filters, so that filters can be switched while underway.
1.3,7 j: We have been unable to locate elastomer impellers of this size. We have included standard
Cummins supply.
B,7: We include flow meters so as to prevent degradation of seawater impellers in the event of a
blockage to the seawater inlet.

B,9: We recommend a waiver to ABYC re; non -corrosive materials. We recommend MetalCraft
Designed waterlift mufflers that can prevent sinking in the event of a flameout by one of the engines.
Whereas the resin type muffler can melt and catch on fire the aluminum muffler cannot. We also
recommend exhausting through the transom, as side exhausts can have the check valve ripped off by
debris, dock pilings etc. We include which ever you choose.
B,13: Our electrical system is a complete ABYC system, installed by an AI3YC certified electrician.
B,13-c: As per our electrical load analysis we have provided for 8 Optima batteries @ 900 CCA output.
B,13-d: Cummins do not offer a 210 amp alternator. WE have included their upgraded alternator which is
160 amps. We have also verified that the electrical load analysis will be well within this Iimit.
B,1 3-e: Cummins/Onan offer a 13.5 KW or a 17KW. We have included a 13.5 KW model as we cannot
see where you would have the AC requirements for the larger model. WE have included the upcharge
price for the larger model under options.
B,13-f We consider this an extremely large number of outlets for a boat of this size, we recommend a
smaller amount. You are adding a maintenance problem to the boat by this complexity. External
electrical services are hard to maintain in a saltwater environment, the slightest leakage into the appliance
will cause serious deterioration.
B,14-d: SXL heat resistant loom is only required by ABYC in engine spaces, or heat affected areas. The
size of the loom would be prohibitive to run through the cabin wire troughs. We have met ABYC with
our installation.
B,17-f: There is a premade plastic cable outlet box, that we have included. An aluminum fabrication
would be excessive in price comparatively.
B,18-c: You have previously requested a folding mast that can be accommodated from the main deck.
You cannot have a folding mast, (required for Restricted in maneuverability lighting) and have a folding
radar arch that folds at the same arc as the arch provides the required strength to support the mast at high
speed, which requires a different folding arc to provide the support required. Hence if you wanted a
folding arch and mast you would have to remove the mast to be able to fold the arch, which would make
the time required to fold the arch unreasonable.
We have included a folding mast as required and a removable radar arch.

B,19-c: This is subject to confirmation by our supplier. This may require a cross bar support, A 300 lb.
person should not be standing on a 36X25 Iexan hatch, that is on a radical angle for forward looking
capability.
B,19-d: You specify 32,000 BTU's yet also specify the temperatures to be met. Our price includes the
32,000 BTU Marine Air unit, however we do not guarantee the temps required as our supplier claims that
a 48,000 BTU unit is required. Please note that window tinting or window covers may be required to
meet the temps stated due to radiant heat penetrating the large windows. Marine Air claims we can meet
the temps required in cloudy non -radiant sun, conditions. We have included an option price for the 48,000
BTU unit.
You leave left this item and a later spun itein very open and non -detailed. We have included a
$1000 dollar allowance for all labeling included.
B,20-a: This is a lot of bilge pumps. We have stated earlier that you are adding a severe amount of gear to
maintain not to mention its high initial capital cost. We recommend, 2 X pumps for the engine room and
1 X for each other watertight compartment.
B,20-b: We have included a marine head as stated in our parts list, with holding tank, not a Lectra San.
B,20-d & g: This is the largest niunber of hose bibs we have ever been asked to install in any boat of the
465 we have built. We reiterate our comments on service and maintainability, a longer hose costs
nothing.
B,21-b: We have priced the boat with twin 1750 GPM Darley pumps which would produce 3575 GPM @
150 PSI estimated. We have included an option for a 4000 GPM system but the price upgrade is
restrictive for 300 additional GPM. The 4000 GPM system requires a belt drive system, which we
consider to require more maintenance than the marine gear PTO system whichwe are offering. We have
upgraded a ZF marine gear to achieve the required foot/lbs of torque required to meet the 3575 GPM
number. Based on previous boat actual test data, we expect we can achieve higher pumping numbers at a
lower PSI for landline operations.
B,26-a: We have not included a deck scuttle fitting as this would negate the need for a watertight anchor
locker hatch.
B,27-a: We have included 2 X 4.5" runs of Johnson Durarnax `D' rubber fendering for several reasons in
lieu of the single 8" requested. The 8" fendering is twice as heavy and the boat is getting heavier to the
point of affecting performance. The single 8" fender is much harder to service and requires so many hull
penetrations to install it that the ability to check the hulUfender joint for corrosion activity would be
impossible. As saltwater water entrapment behind the fender is a problem for maintenance in the
prevention of corrosion, we recommend a single fender of 4.5" at a cost reduction to the MED. Further
the single run of 4.5" rubber is much easier to maintain and service and is easier to keep salt entrapment
free through regular flushing after use with fresh water.
B,27-g: We have provided two drawings of the proposed boat, one as the specified flush deck design
(DWG -A) and (DWG-B) depicting the raised bulwark option. We have provided the optional price for
the raised bulwark option. The requirement for removable stanchions provides many other issues that
have not been considered. You have not specified that the stanchions shall have recessed sockets, which
are very expensive to produce and expensive to maintain. Above deck sockets would be trip hazards. WE
have offered forward bow rails and stern rails with a single recessed socket/stanchion at midships with 2
X tiers of stainless cables to fore and aft fixed railings.
If you decide on the raised bulwark design option, there are two major service features that this produces.
The raised bulwark will allow for the removable stanchions, with sockets built into the inside face of the
bulwark so there is no tripping hazard or catch points, also the servicing of the rubrail is intrinsically
easier as the rubrail bolt ends and nuts are exposed for service and maintenance. Railings or stanchions
are also stronger as they are not as high as the raised bulwark is 18" high forward and 8" high aft.
We have included P&S foldable bench seating on either side of the cabin house as attachment to the
stanchions would not be strong enough and may violate USCG regs. We do not recommend such seating
as it restricts movement along the cabin side and may produce, tripping and or catch hazards. We also
feel that such side seating could be a passenger hazard, due to inappropriate sizing.
B,27-n: Lockers will require folding stokes. These will be oversize lockers and may restrict deck
movement and height required wi 11 make them too high for normal seating.This needs review.

B,29-a: As MFD have not defined the decal scheme, we have allotted $1000 for decals only.
B,29-f: As previously stated.
B,30-b: Our standard non-skid finish is sand blasted decking. This is a non -maintenance non-skid finish.
B,36: All warranties are as per the individual OEM's commercial warranties except as stated here. We
have included our commercial wananties. MCM nor any other responsible builder can modify, change or
express any other warranty than what is published by the individual OEM's.
Further to this MCM nor any other responsible builder can assure or warrant that it can provide parts
availability that are beyond its reasonable control, hence no builder can warrant the 15 year parts supply.
This is normally available for engines, gears, shafts etc.
Our standard commercial warranty applies.
B,37: All warranty work shall be completed as per MCM's warranty and warranty claim form, which
requires MCM approval prior to commencement of any warranty claims.
B,38: There is no such warranty available, standard warranties apply.
B,39: OEM warranty available is 5 years or 2000 hours whichever comes first.
B,40: OEM warranty is 2 years or 1000 hours whichever comes first.
B,41: We offer a 2 year limited warranty.
B, 42: We offer a 3 year limited warranty.
B,47-f: This requirement is subject to conditions.
B,49-a: We do not provide a lines plan which is non released proprietary information and not required by
the customer for any reason.
B,51: Prebuild drawings shall meet minimum requirements, but shall be at the discretion of the builder
as to level. The console layout shall not be provided as a drawing does not represent well to the user. We
will arrange the panel, electronics layout in person with the customer using real size cutouts to layout the
panel.

or its content. As the vessel's life cycle costing has a direct bearing on crew training, level and care on
the job, this should not be considered in the evaluation process.
Technical Solution
B: Our detailed parts list is included. Dimensions are noted on our enclosed drawings.
C: We have included technical information on the major components of vessel. Service for all
components will be as per our warranty statement. The extensive and expensive electronic equipment is
as specified. You will note these cost items under Itemized Costing data. Any optional equipment is
shown under Optional Items.
D: We have had no safety violations noted on any of our fireboats built todate.
E: See Life cycle cost sheet.
F: Training will be on site training, in boat handling, routine maintenance, start up and shut down
procedures, pumping procedures, flushing procedures, use of OEM manuals package, review of electrical
schematic.
G: MCM facilitates all service calls via its 1-800 number. We request any warranty call have a
warranty claim form forwarded to us. In our warranty statement, you will find a warranty claim form.
When there is a warranty issue, we ask that the claim form be filled out after or before a diagnosis has
been completed but prior to a warranty claim being approved. Establishing what is and what is not
warranty work is sometimes difficult, but in major components we act as a facilitator between the
customer and the individual OEM. All warranties are subject to the individual terms& conditions of the
equipment OEM. This is, standard in ours and many other industries. Engine, jet, pump warranties are all
flow through warranties to the customer.
H: We have included a sample manuals index. We provide a very comprehensive manuals package.
We recognize that not all manuals truly express or answer a specific problem being faced. We ask that
unanswered questions be forwarded to us via our 1-800 no.
1: Technological updates will be handled as a new PO item issued at the time. We regularly install
updated equipment in our boats for customers or supply equipment for customer install. AS electronics
are constantly being updated, and though the boat has a very comprehensive electronics list currently,
there are still many items that could be included on the boat. We have made allowances for such
additions, with space for added electrical runs, hinged ceiling panels above the helm and fire fighting
stations to add ceiling mounted electronics as well as terminal strips in the roof mounted watertight
electrical boxes for added antennae or added lighting.

craft.
